This position is located in the Office of Engineering and Technology, Policy and Rules Division, Technical Rules Branch in Washington, DC. Relocation expenses will not be paid. THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS.

Duties

Serves as a consultant and advisor to the Branch Chief and higher management on the development of technical requirements covering diverse state-of-the-art communications equipment and techniques.  Reports, advises, and assists the Branch Chief and senior engineers on interference analysis and policy recommendations in unique and challenging allocation matters, including waiver applications under the Part 15 rules.  Assists in drafting memoranda, correspondence, and speeches, and Commission decision documents.  Works with senior engineers on projects and negotiations on resolutions to complex engineering and policy matters with engineering staff of other Bureaus/Offices, and as appropriate other Federal agencies.  Performs other duties as assigned.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement.  Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.  Specialized Experience:  Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-9 in the Federal service.  For this position, specialized experience includes the following:     Assisting more experienced engineers Independently conduct and analyze, and write basic engineering studies; and Performing computer based projects using various software applications. PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
