This position is located at the United States Mint in Denver, Colorado in the Budget and Accounting Division. As a Lead Contract Specialist, you will serve as a lead position over a team of non-supervisory GS-12 Contract Specialists.

Duties

As a Lead Contract Specialist, you will: Perform authoritatively in applying contracting practices, regulations and operations to complex procurement activities Assign and coordinate procurement staff daily tasks, including contract documents for research and administration for supply, and service and construction agreements required for the operation of the facility Plan and conduct procurement activities for material, service and construction acquisitions where little to no contractual precedent may exists to serve as guidance Manage all contractual obligations involving coordination of numerous multi-year contracts and purchase order documents Administer complex contract agreements approved by headquarters that extend over several years and require monitoring of performance by the COR or Site Manager

Qualifications

You must meet the following requirements within 14 days of the closing date of this announcement. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Be sure all experience is documented in your resume by indicating place of employment, job title, length of time performing the duties, and the name and contact information for the supervisor. We must be able to verify this experience in your resume in order for you to receive credit. Individual Occupational Requirements: Basic Requirements for GS-13 and Above: A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years' experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D. Employment for the GS-13 is contingent upon one's ability to maintain an active FAC-C Level II, FAC-C (Professional), or DAWIA (Defense Acquisition Workforce Improvement Act) certification. For the GS-13, YOU MUST submit a copy of your certificate for verification. Basic Requirement for GS-12 and Below: A. A 4-year course of study leading to a bachelor's degree with a major in any field; OR B. At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position. Specialized Experience:For the GS-13 you must have at least 1 year (52 weeks) of experience at or equivalent to the GS-12 level that has equipped you with the specific knowledge, skills and abilities to successfully perform in this position. Specialized experience is defined as: - Planning, organizing, and carrying out all phases of an acquisition related to the procurement of supplies and services in support of an operational mission; AND - Executing contractual agreements; AND - Purchasing or administering services in accordance with procurement laws, regulations and processes. AND-Planning and conducting negotiations. For GS-12 Specialized experience is one year (52 weeks) of experience at the GS-11 level or equivalent in other public or private sectors, that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as: - Planning, organizing, and carrying out all phases of an acquisition related to the procurement of supplies and services in support of an operational mission; AND - Purchasing or administering services in accordance with procurement laws, regulations and processes. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13 you must have been at the GS-12level for 52 weeks. For the GS-12 you must have been at the GS-11level for 52 weeks.

Education

Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
