Duties

Serve as a Software Product Owner for the Robotic Human Machine Interaction Team in Ground Vehicle Robotics (GVR). Develop Software to bring Soldiers a better experience and a high level of effectiveness when operating robots. Apply best practices of program management to assist developers and the Ground Vehicle Robotics (GVR) organization. Serve as a technical guide for the Branch, providing technical development for the Warfighter Machine Interface Software for some of the Army’s highest priority programs. Serve as a consultant to the Branch Chief, addressing and solving problems while practicing state-of-the-art software management techniques. Develop, deliver, and facilitate new capabilities while building upon the current technologies within the Warfighter Machine Interfaces. Direct and/or participate in the preparation of program plans, documentation, schedules, budgets, and milestones necessary for the overall planning and execution of the assigned program. Develop, review, evaluate, and or make recommendations concerning acquisition documents, priorities, schedules, cost estimates, budgets, milestones or other program requirements. Prepare and review test plans, observe tests and/or analyze test results to determine adequacy of system and subsystem performance and recommend corrective action to eliminate deficiencies. Mentor and/or coordinate the work of other engineers in the performance of individual project or program assignments. Review and/or evaluate technical information, intelligence data, or other information to keep abreast of developments relating to program projects.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must obtain and maintain a SECRET security clearance.
  • This position may require up to 20% of temporary duty (TDY) business travel.
  • This position is a TERM position not to exceed six (6) years. This TERM position may be extended to a maximum of six-year increments. This position may be terminated or converted to permanent without further competition, at management discretion.
  • This is an Army Acquisition, Technology, and Logistics (AT and L) Workforce position. The employee must meet DODI 5000.66 requirements applicable to the duties of the position.
  • Foundational Career Certification Level I must be met within 36 months (3 years) of employment.
  • Science and Technology Reinvention Laboratory (STRL) positions require an initial trial/probationary period of three years.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

Qualifications

Who May Apply: US CitizensIn order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Education Requirement for Engineering (080XX Series): A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. NOTE: You MUST submit a copy of your transcripts. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) 2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3.Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4.Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.) NOTE: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: To qualify for the DB-03 position, applicants must possess at least one year of specialized experience at the next lower grade of DE-02 pay band (GS 11 equivalent) in the Federal service performing the following duties: One year of specialized experience which includes (1) Experience in Software Engineering with a good understanding of the Software Development Lifecycle and methodologies; (2) Strong technical software development experience; (3) Software project management experience such as sizing, project increment planning, and/or metrics; (4) Strong organizational skills in creating status or tracking reports for management and customers; (4) Experience in program system engineering and/or value management techniques to include determining and optimizing schedule, milestones, costs, and/or effectiveness; and (5) Experience communicating both orally and in writing to represent the organization at meetings and/or conferences to represent technical reports/briefings.
