About the Position: Serves as the Senior Scientific Technical Manager (SSTM) Chief Engineer for Ground System Electronic Architecture within the US Army Combat Capabilities Development Command (DEVCOM) Ground Vehicle Systems Center (GVSC), located in Warren, Michigan.

Duties
Responsible for supervising, managing, directing, and overseeing very complex applied research and development programs associated with broad, multi-disciplinary, highly technical ground system electronic architectures.
Leads long-range strategic planning activities to identify requirements and develop world-class engineering expertise and state-of-the-art ground system electronic architectures consisting of vetronics, hardware, software, safety, and cybersecurity.
Synchronizes development of advanced-technology ground system electronic architecture standards, criteria, and methods of compliance.
Collaborates with automotive science, technology, research, development, and engineering organizations, to develop deep insights into emerging technologies, analytical tools, and advanced ground vehicle design attributes.
Leads expert-level technical engagements with peer ground system electronic architecture authorities, both US and international, civil and military.
Performs long-range and near-term program planning of research and development operations.
Provides technical advice and mentorship across the organization in execution of the organization's mission.
Coordinates with the Scientific and Professional (ST) staff and Office of the Chief Scientist to assist with the management and oversight of the GVSC Technical Track program.
Conducts technology assessments not only within DEVCOM but across the Army, the Services, the international ground system electronic architecture community and within industry.
Oversees technical oversight (both quality and technical accuracy) of all publications (to include papers for refereed journals and for use throughout DoD) and conference presentations.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and maintain a Secret Security Clearance.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Engineering and Technical Management Foundational Level 2 certification within 60 months as of entrance on duty.
- This is a Critical Acquisition Position (CAP). Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE 450) upon entry and annually thereafter.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Basic Education Requirement:
A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR
B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written test required for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, or Puerto Rico.
3. Specified academic courses- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting the requirements of an engineering program.
4. Related curriculum- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. (You MUST submit a copy of your transcripts along with a letter of reference stating that you have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. The letter must be signed by the engineer who provided the professional engineer supervision. It must also include their name, phone number, and list their engineer credentials such as engineer education or professional certificates).
NOTE: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
To qualify at the DB-05/Greater than GS-15 equivalent grade level:Your resume must clearly describe at least one year of specialized experience equivalent to the DB-04 pay band or equivalent grade level (GS-14/15) level in the Federal service which includes; Experience in evaluating, reviewing, and approving coordinated programs to ensure the orderly integration, coordination, and balance of major technical events; Experience in monitoring programming, funding, resources, and deployment requirements across multiple organizations, and/or Experience leading projects or teams in the design, research, development, testing, production and maintenance in ground vehicles.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (DB-04 pay band or equivalent grade level (GS-14/15)).
This position is part of the Combat Capabilities Development Command (CCDC) Ground Vehicle Systems Center (GVSC), Science and Technology Reinvention Laboratory Personnel Management Demonstration Project. CCDC Ground Vehicle Systems Center (GVSC) is participating in an alternative personnel system known as the Personnel Management Demonstration Projection. The DB-05 pay band includes positions classified above the GS-15 level.
