This position is located in the United States Department of Agriculture (USDA), Departmental Administration (DA), Office of Operations (OO), Mail and Reproduction Management Division (MRMD), Mail Service Branch (MSB).
The primary purpose of this position is to improve the effectiveness and efficiency of the mail management operations as well as perform major, muti-mission and analyses that have significant impact to the to the Office of Operations and other USDA agencies.
Duties
Providing support and assists with the budgeting and financial management issues and activities for the department, including historical costs.
Providing administrative and technical supervision necessary for accomplishing the work of the branch.
Conducting surveys, studies, and other investigations of areas of mail management operations to determine the adequacy of present systems
Performing long-range planning and analysis of new substantive agency programs.
Requirements
- You must be a US Citizen or US National.
- Males born after 12/31/1959 must be Selective Service registered or exempt.
- Subject to satisfactory adjudication of background investigation and/or fingerprint check.
- Subject to one year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must successfully complete all components of the required training program before the end of their probationary period.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions and specialized experience, as defined below.
Time in grade:
Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
Specialized Experience: At the GS-13, qualifying experience for includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience:
Providing oversight of an organization's program goals and objectives related to mail management support services for customers.
Evaluating and assessing mail management program services, processes, and techniques to develop and implement policies, process improvements and cost savings.
Serving as an advisor in the interpretation of federal mail management regulations, laws, and policies to provide advice, guidance, and ensuring compliance.
Assiting with the budget and financial activities to control expenditures, cost efficiencies, obligations, and budget presentations.
