Duties
Conducts and reports program analysis through local and higher-level acquisition reporting programs.
Formulates and executes implementing instructions and plans and reviews and evaluates program management information submitted against established program objectives.
Assign work to subordinates based on mission priorities utilizing selective consideration of the difficulty and requirements of the assignments, and the capabilities of the employees.
Identifies developmental and training needs of employees, providing or arranging for needed development and training.
Leads and coordinates the combined efforts of the Army industrial team in expediting assigned program responsibilities.
Attends meetings and conferences at the Command-level and higher headquarters.
Develops and conducts briefings, training sessions, and in-process reviews to the PM/PEO organization, command group, and higher headquarters regarding critical systems acquisition, management and technical issues.
Prepares briefings, decision papers, executive summaries (EXSUMs), documents and reports. Reviews all correspondence for signature in a timely manner and improves the quality of written material.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- One year trial/probationary period may be required.
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
- This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
- Selectees must meet position requirements for certification at Level IV (Advanced) in the Acquisition Career Field - Program Management within 48 months of entrance on duty.

Specialized Experience: In order to qualify for this position at the NH-04 grade level, your resume must describe one year of specialized experience equivalent to the NH-03 (GS-13 or equivalent) grade level in the Federal service which includes: 1) Performing duties associated with all aspects of acquisition to include development, testing, system integration, production, fielding, sustainment, and product improvements with a multi-million-dollar annual budget; 2) Interfacing with external stakeholders such as representatives from OSD, Joint Staff, Service Component Level Staff, Contracting Command Level organizations, and other commands and agencies, and private industry on all matters effecting program execution; 3) Reviewing programming documents received from HQDA to determine effect on assigned programs and funs; 4) Directing the development of life cycle documentation for assigned projects and funds; AND 5) Conducting briefings at all echelons of the OSD, Service Level Acquisition Leadership, and if required, Congress.
This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service NH-03 (or GS-13 equivalent).
