The primary purpose of this position is to manage the Housing Management Office and staff. Includes planning, organizing, coordinating, directing operations for Privatized Housing (PH), housing referral and relocation services (HR&R), General Officer (GO) housing, and Basic Allowance for Housing (BAH).
Duties
Exercises supervisory personnel management responsibilities at least 25% of the time.
Plans, schedules, and coordinates management activities to evaluate overall performance of privatized housing including occupancy requirements, maintenance, budget, and financial controls, administrative procedures, and resident relations as they comply with the transaction documents.
Oversees activities associated with the Installation Management Review Committee (IMRC) and other Commander-interest programs.
Oversees the housing referral program through locally established policies and procedures and liaisons with civil authorities and property owners and agents.
Participates in administration of financial management and validation of budget requirements for the housing program.

- Physical Required: Must be able to kneel, stoop, bend, climb stairs, walk, lift up to 25 pounds and drive a vehicle; a valid driver's license will be required or must be obtained.
- Subject to Temporary Duty Assignment (TDY) approximately 10 days per year.
- A 1 year supervisory probation will be required.
- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
- ACWA testing will be required for positions equivalent to the GS 5/7 level.
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions .
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-05 or equivalent in other pay systems, as well as common business accounting principles and procedures and generally accepted financial management principles and standards. Specialized experience is experience in h???????ousing property/asset management principles, concepts, and methodologies. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
Ideal Candidate (statement is placed within the announcement): A strong candidate would possess professional knowledge of Air Force housing management, privatized housing compliance/referral, be able to manage and coordinate with base-wide customers and programs to determine compliance with various requirements (including housing inspections), and be able to recommend timely solutions to problems. Experience supervising DoD civilian employees is also highly desirable. Additionally, a strong candidate would have basic knowledge of military processes such as PCS moves, ranks/grades, etc. and familiarity with data entries for eMH, RealPage, Excel, and SharePoint. Lastly, a strong candidate would demonstrate the ability to communicate effectively both orally and in writing, as well as maintain good working relations.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of housing property/asset management principles, concepts, and methodologies.
2. Knowledge of Federal, DoD, USAF, and MAJCOM housing and furnishing management principles, theory, policies,directives, and procedures.
3. Knowledge of the principles of construction, contract acquisition, and program management.
4. Knowledge of common business accounting principles and procedures and generally accepted financial management principles and standards.
5. Knowledge of appropriated fund budget system and contracting provisions sufficient to ensure proper negotiations or commitment of government funds.
6. Ability to read and comprehend legal documents relating to privatized housing transaction documents with a thorough understanding of content; and to analyze interrelated issues of effectiveness, and efficiency.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
