This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for STRL Mission Support Positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: You will serve as an Engineering Technician for the Artillery, Aviation, Air Defense and Experimentation Division, located in DEVCOM Analysis Center (DAC) at Aberdeen Proving Ground Maryland
The pay band DE-2 FPL DE-03 CAT 2 is equal to the former GS-5 Step 1 to GS-13 step 10 grade level.
Duties
Set up and/or run energetic tests in accordance with procedures.
Solve moderate complex problems by working collaboratively with colleagues and/or subject matter experts to fulfill testing needs.
Design and/or modify support equipment for energetic tests.
Utilize a wide range of industrial equipment such as mills, lathes, drill presses, and welders.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- Selectee must meet the requirements of AMCR 350-4, Training and Certification Program for Personnel Working in Ammunition Operations.
- This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
- This appointment is subject to completion of 3 year's probation period unless the appointee has previously met the requirements.

Basic Requirements for ENGINEERING TECHNICIAN:
Specialized Experience for ENGINEERING TECHNICIAN DE-02:
One year of specialized experience which includes:
(1) Operating and/or maintaining military test evaluation systems in accordance with organization standard operating procedures;
(2) Assisting in navigating technical challenges pertaining to test result interpretation; and
(3) Coordinating resolution of technical engineering problems related to mechanical systems and/or equipment.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DE-01 (GS-1/4 Equivalent).
Specialized Experience for ENGINEERING TECHNICIAN DE-03:
One year of specialized experience which includes:
(1) Performing operational testing of mechanical systems and/or equipment meet organization standard operating procedures.
(2) Analyzing the vulnerability of military systems and/or the usage of equipment to determine solutions for technical issues; and
(3) Leading peer engineering technicians in multi-discipline projects.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service DE-02 (GS-5/11 Equivalent).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade DE-01 (GS-1/4 Equivalent) for DE-02 and must have 52 weeks of Federal service at the next lower grade DE-02 (GS-5/11 Equivalent) for DE-03.
