This position is in the Department of Health and Human Services, Office of the Secretary of Health and Human Services, Office of the Secretary, Office of the General Counsel (OGC), located in Washington, District of Columbia.

Duties

The purpose of this position is to provide a variety of administrative operations and support services. You will report directly to the Associate General Counsel in charge of the assigned Headquarters Division or to the Chief Counsel in charge of the assigned Regional Office. This position is a career ladder position and has growth potential to the Operations Specialist (Legal Resources), GS-0301-12/13. At the full performance level, you will plan, direct, and provide comprehensive technical, operations, and analytical support to the office in a wide range of administrative areas including, but not limited to: human resources management; budget and financial management; workload management; facilities and property management; procurement, equipment, and supplies management; correspondence, files, records and document management; travel; management of secretarial and paralegal support of attorneys; information technology and library services; internal control systems; and all other services as determined by the Associate General Counsel or Chief Counsel.

Qualifications

You must demonstrate the Minimum Qualification requirements as noted below. Minimum Qualifications for GS-11 You must possess at least one year of specialized experience equivalent to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: Serving as a liaison to provide administrative support in a legal office. Utilizing office automation systems to create spreadsheets, word documents, and to enter and track data. Identifying and resolving budget or management issues. Analyzing data to assess funding levels for staffing and related office resource needs. OR possess a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR a combination of the required experience and education for this grade level. Minimum Qualifications for GS-12 You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: Providing management support for administrative programs (i.e., personnel, training, supplies and equipment) in a legal office. Applying policies and procedures to guide staff on administrative management matters in a legal office. Creating a draft office budget plan for review and approval. Analyzing administrative processes, systems, and methods to create solutions that improve productivity or efficiency; or resolve deficiencies. Minimum Qualifications for GS-13 You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing (3) of the (4) duties listed below: Managing administrative programs (i.e., personnel, training, supplies and equipment, travel, facilities maintenance) for a legal office. Interpreting policies and procedures to provide authoritative guidance for human resources management, contracting and procurement, or budget and financial management programs in a legal office. Formulating and presenting a budget plan for an office. Developing administrative processes, systems, and methods to improve productivity or efficiency. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to gain employment. You will receive credit for all qualifying experience, including volunteer experience. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
