Duties
Identifies problem areas and recommends actions and taskings to improve operations, correct deficiencies, and prevent the future occurrence of problems.
Provides product line analysis in the areas of work counts, work years, productivity, manpower, budget formulation, unit cost and budget execution.
Coordinates with product line from horizontal perspective to validate work counts, work years and dollar requirements. Resolves issues with questionable data.
Performs analysis on complex financial problems within the product line and prepares staff papers to support recommendations, solutions, and taskings.
Selects and enters budgetary information on a wide variety of related forms, schedules, and reports.
Develops recommendations involving substantive impacts on policies, procedures, systems, and operations of the mission area/product and DFAS.
For vacancies filled at less than the full performance level of the position, duties will be developmental in nature.
Requirements

Qualifications
GS-11 QUALIFICATIONS
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-9) within the federal service, which demonstrates the ability to perform the duties of the position, is required; Coordinates with product line from horizontal perspective to validate work counts, work years and dollar requirements
GS-11: Specialized Experience Is Defined As:
Performing a full range of product line analysis in the areas of work counts, productivity, manpower and budget execution. Coordinates the long-term budget submission to the mission area/product line manager, documenting program needs. Coordinates with product line from horizontal perspective to validate work counts, work years and dollar requirements.
Time-in-Grade:
Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-11 applicants must have served 52 weeks as a GS-9 or higher in the Federal service.
GS-12 QUALIFICATIONS
One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.
GS-12: Specialized Experience Is Defined As:
Selecting and entering budgetary information on a wide variety of related forms, schedules, and reports; monitors a variety of financial management and statistical trends and prepares appropriate analytical reports for the mission area/product line manager on cost, status of funds, expenses and obligations; Prepares conclusions and recommendations for management actions as a result of the analysis, considering program/mission requirements in relation to budgetary requirements, policies, methods, and sources and types of funding.
Time-in-Grade:
Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.

Education
GS-11 Substitution of Education for Experience:
- Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).
GS-12 Substitution of Education for Experience:
- Education is not substitutable for specialized experience at the GS-12 grade level.
