The primary purpose of this position is to serve as a Human Resources (HR) Specialist (Recruitment & Placement) in a developmental capacity, performing assignments designed to further develop applicable analytical and evaluative skills and techniques.

GS-11The primary purpose of this position is to provide comprehensive recruitment and placement services for assigned organizations AF wide. Position is also responsible for assisting in the development and implementation of guidance, policy, and procedures for the Air Force Personnel Center.

Codes and reviews all types of complex personnel actions
Participates in special initiatives, studies and projects, and affirmative employment activities
Performs a full range of staffing advisory services to organizations serviced
Requirements

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0201 Series.
(GS-07) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Federal HR recruitment, placement and affirmative employment concepts, principles, regulations, programs and practices to assist journeyman staffing specialist in recommending methods and strategies to resolve problems of job turnover, workforce planning, and downsizing.
OR
EDUCATION: Successful completion of one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or I have a bachelor's degree in Human Resources or a subject area related to the position and am claiming Superior Academic Achievement. (GS-07) KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of the fundamental HR methods, principles, and practices related to recruitment and placement actions sufficient to make informed judgments and resolve moderately complex, non-confrontational, wellprecedented factual, procedural, or recurring issues.
Knowledge of standardized analytical and evaluative methods and techniques sufficient to provide management advisory and resolve issues of limited scope.
Knowledge of DCPDS to input, store, retrieve data and perform quality review of data elements; as well as knowledge of office applications and automated systems to perform correspondence and reporting duties; a qualified typist is not required.
Knowledge of the functional relationships between HR specializations.
Ability to gather and analyze facts and draw conclusions from information.
Ability to communicate factual and procedural information clearly, orally and in writing.
(GS-09) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Federal HR recruitment, placement and affirmative employment concepts, principles, regulations, programs and practices to assist journeyman staffing specialist in recommending methods and strategies to resolve problems of job turnover, workforce planning, and downsizing.

EDUCATION: Successful completion of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Human Resources Managemet. Knowledge of other HR processes and related systems including DCPDS sufficient to relate recruitment and placement issues to them.
Knowledge of the functional relationships between HR specializations.
Skill in applying basic principles, provisions, laws, regulations, practices and techniques of staffing and recruitment.
Ability to gather and analyze facts, and draw conclusions from information.
Ability to communicate information clearly, orally, and in writing.
(GS-11) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Federal HR recruitment, placement and affirmative employment concepts, principles, regulations, programs and practices to recommend innovative methods and strategies to resolve problems of job turnover, workforce planning, downsizing, and reinvention initiatives.

EDUCATION: Successful completion of a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Human Resources Management. Ability to use automated personnel data system to document, review, correct, amend, and/or approve personnel actions.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level.
One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level.
One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level.
TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave.
