This position is part of the Defense Human Resources Activity. The incumbent will be responsible for carrying out complex analytical function in support of the Program mission. Streamlines and facilitates the electoral process to enfranchise citizens covered under the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA).
Duties
As a PROGRAM ANALYST at the GS-0343-12 some of your typical work assignments may include:
Streamlines and facilitates the electoral process to enfranchise citizens covered under the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA). Documents advice, assistance, and issues for analysis of trends by conducting an analysis of unit voting assistance offer metrics and offers recommendations for program and policy improvement in alignment with FVAP and Departmental policy.
Researches and develops Program plans and Program data used for representational purposes. Develops strategic plans in concert with the supervisor who outlines assigned program goals and objectives. Ensures the plans address measuring criteria to enable evaluation of accomplishments in terms of program and cost effectiveness.
Researches and presents information which is used by DoD Leadership and the Director, FVAP, in testimony before Congress, formal presentations with Flag and General Officers, Department of State (DoS) briefings, or court litigation, etc. Reviews and compiles information obtained from various sources including Post-Election Survey data, program metrics from various resources including, but not limited to the Military Services, Coast Guard, DoS, state and local government, etc.
Provides problem resolution to citizens worldwide attempting to vote absentee under UOCAVA. Provides Program advice and assistance to oral and written inquiries concerning complex voting policies and procedures related to provisions of UOCAVA and NVRA. Responds to Service Voting Action Officers (SVAOs), State and local officials, other government agencies such as the DoS, the United States Election Assistance Commission, private citizens, and various nongovernmental agencies. Enters key information on problem resolution activities into FVAP's data collection portal.
Develops program information and guidance for assigned projects. Program guidance may include clearly defined project management timelines, execution of supporting logistics in support of voting assistance workshop events establishes time lines, using system software, in support of voting assistance workshop events, conducting on-site workshops and execution of outreach events both domestically and internationally.
Reviews overseas organization Voting Assistance Officer activity reports, organizes data into program indicators and evaluates and presents data for Congressionally mandated reports, management decision making for program improvement, assessment of meeting goals and objectives, etc. Applies program indicators and metrics into action plans for execution and assessment reports with clearly identified recommendations for improving assigned program activities.
Interprets complex Federal, State, and local laws impacting UOCAVA and NVRA issues and develops related news articles of such information. Monitors states' election laws, incorporates changes into the Voting Assistance Guide, a compendium of absentee voting requirements for all states and territories, and assists in the biennial revisions as they relate to assigned states and territories.

Qualifications
You may qualify at the GS-11, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Use analytical and evaluative methods and a thorough understanding of the FVAP program goals and objectives as well as State and local laws, regulations, and policies covering the electoral process.
Apply quantitative and qualitative techniques and methods to assess and improve FVAP program effectiveness and those processes and systems associated with the program goals and objectives.
Understand OCAVA, MOVE, NVRA as well as DoD directives, instructions and policies relating to the FVAP.
Deal with State and local governments, legislatures, and national and international associations and knowledge of the functions and organization of OSD offices, Military Departments, other agencies of the Executive Branch, the Congress, State governments.
Use of the private sector, and corporate organizations and operations as sources in securing and/or administration of contracting services.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
