Duties
The Assistant Administrator (AA), International Operations (IO), Security Operations, Transportation Security Administration (TSA) reports to the Security Operations Executive Assistant Administrator and (EAA) and Deputy Executive Assistant Administrator (DEAA). The AA IO leads TSA's mission to identify, analyze, and mitigate risk to international transportation security, particularly international inbound aviation. As part of this process, IO reduces risk to the United States through its Transportation Security Administration Representative (TSAR), Preclearance, and Capacity Development (CapDev) programs. IO leads coordination and engagement with international partners to assess the security posture at international airports through operational activities, analyzes potential aviation security vulnerabilities and threats that pose the greatest risk, and develops and implements actions to address the highest priority areas.
High-level duties include:
Engaging in communications with internal and external stakeholders, including customer education and outreach, media relations, speechwriting, stakeholder management, law enforcement liaison, Congressional correspondence, and external and international correspondence.
Providing support for assessments of foreign airports and air carriers as required by Congressional mandate.
Facilitating and maintaining a network of international transportation partners for purposes of ensuring regular, recurring, and current security information is shared. This information network is critical in effectively addressing both day-to-day activities and responding to crises. The AA is responsible to ensure key information is shared within the international network and its stakeholder partners, as well as with other component organizations within TSA.
Understanding and appropriately interpreting, developing, and facilitating implementation of international security laws, policies and regulations to reflect U.S. practices and requirements; maintaining awareness and knowledge of the most current and proposed/enacted legislation in the area of international security programs and projects.
Representing TSA with foreign governments regarding transportation security in bilateral and multilateral forums (i.e. International Civil Aviation Organization, European Civil Aviation Commission, etc.).
Providing management guidance and direction in the interpretation, application and implementation of inspection and enforcement laws, guidelines, policies and procedures applicable to external activities (e.g., the aviation industry, industry contractors), and with impact and relationship to the Transportation Security Administration's mission in aviation operations domestically (air and cargo) and internationally.
Managing external aviation security programs, including the approval of operations plans, in order to implement the appropriate security programs and grant requests for waivers for the programs.
Qualifications
As a basic requirement, applicants must demonstrate progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the skills and abilities outlined under the Professional/Technical Qualifications and Executive Core Qualifications listed below. Typically, experience of this nature will have been gained at or above the equivalent of the GS-15 grade level in the Federal service or its equivalent with state and local government, the private sector, or non-governmental organizations.

Professional/Technical Qualifications (PTQs):
1. Knowledge of international transportation security standards, laws, regulations, policies, and/or principles sufficient to manage a national program.
2. Knowledge of the relationships between Department of Homeland Security components and programs and private sector organizations and/or other governmental departments, bureaus, or equivalent organizations in monitoring, networking, and managing international security.
