This vacancy is being filled via Direct-Hire for a Cyber Security Specialist position in the Office of Information Security located at the U.S. Census Bureau Headquarters in Suitland, Maryland. The Census Bureau is accessible from the Metro Rail Green Line - Suitland Station.
This Job Opportunity Announcement may be used to fill other Cyber Security Specialist, 2210-14, positions within the Census Bureau in the same geographical location with the same qualifications and specialized experience.
Duties
Apply insider threat best practices plan and coordinate the development of specifications to meet insider threat security requirements of the agency.
Assist with development and implementation of investigative IT tools, processes, and electronic collection techniques in preparation for potential law enforcement or legal actions.
Develop, deploy, and utilize advanced techniques and innovative solutions in order to facilitate the insider threat inquiry, interview and investigative process.
Work with and establish insider threat contacts including insider threat program manager, executive staff, information security personnel, and cyber intelligence personnel in other Federal agencies, consultants, contractors, and law enforcement.

Qualifications
Specialized Experience: For the GS-14, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 in the Federal service. Experience for this position includes: establishing Insider Threat programs; developing and utilizing insider threat tools and techniques, experience in forensic investigation; and conducting investigations and collecting intelligence; and implementing and usage of Microsoft Purview.
In addition to the above specialized experience, your resume must demonstrate one year of Information Technology (IT) related experience in the federal service or private or public sector demonstrating the following four competencies, as defined:

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Education cannot be substituted for experience at this grade level.
Preferred Certifications: Certified Counter-Insider Threat Professional - Fundamentals (CCITP-F), Certified Counter-Insider Threat Professional - Analysis (CCITP-A), CERT ITPM Certificate, etc.,) or senior level IT Security certifications (CISSP, ISSEP, GCFE, CHFI, Etc.).
