The Bureau of Industry and Security (BIS), through delegations from the Secretary of Commerce, administers a series of major activities pertaining to the management of industrial resources for national defense and energy programs, industrial mobilization, and emergency preparedness planning. Within BIS, the Office of Strategic Industries and Economic Security (OSIES) is responsible for the direction of the delegated authoriies and formulation of programs thereunder.
Duties
The incumbent serves as the principal advisor to the Assistant Secretary, Principal Deputy Assistant Secretary, and the Deputy Assistant Secretary on the complex matters relating to defense trade, the defense industrial base, current and emergency plans for the control of production capacity of U.S. industry and emergency preparedness activities including the continuity of government responsibilities delegated to BIS by the Secretary of Commerce and conducted under the appropriate provisions of various laws and related executive orders.
Representing, if and as directed, the Department on National Security Council (NSC) and other interagency groups and committees concerned with industrial and preparedness planning.
Serving, if and as directed, as: the Co-Chair of the U.S./Canada Emergency Planning Committee for Industrial Production and Materials; and as the Co-Chair of the Interagency Offset Working Group; and the Department of Commerce Representative on the NSC working group on Conventional Arms Trade Policy.
Developing regulatory systems designed to prioritize and allocate the delivery of industrial materials and products to support approved national defense programs.
Supervising preparation of the annual report on offsets in defense trade.
Providing overall general direction to BIS to assure complete integration with interdepartmental defense planning, policies and programs.
Qualifications
To qualify, applicants must provide evidence of progressively responsible executive level leadership experience and office management experience directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and their competencies and Professional/Technical Qualifications (PTQs). The ECQs were developed to evaluate executive experience and potential, not to evaluate technical experience. ECQs measure whether an individual has the broad experience needed to succeed in a variety of SES positions.

ECQ 3 - RESULTS DRIVEN: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. (Competencies: accountability, customer service, decisiveness, entrepreneurship, problem solving, technical credibility)
ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.(Competencies: financial management, human capital management, technology management)
ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. (Competencies: partnering, political savvy, influencing/negotiating)

Professional/Technical Qualifications:
Demonstrated experience in managing a complex organization consisting of multiple divisions with various missions.
Demonstrated experience of emergency planning procedures and theory, to include the mobilization system of resource/claimancy, and international emergency planning for industrial resources.
Demonstrated experience with the Defense Production Act, international defense cooperation programs and defense industrial production, and in national security review of foreign investment in the United States.
