The incumbent of this position serves as a Training Instructor in the Quality and Patient Safety Service for the Prevention and Management of Disruptive Behavior (PMDB) Program and Violence Prevention Program. Provides a broad range of educational services and training to the staff throughout VA Salt Lake City Health Care System (VASLCHCS) and all associated activities, programs and related committees.
Duties
Major duties include, but are not limited to:
Performs activities directly related to educational tracking processes, including development and of manual and/or automated registration/sign in processes. Analyzes registration processes for PMDB courses in the Talent Management System (TMS), as well as the Disruptive Behavior Reporting System (DBRS), and recommends changes or modifications for the system. Provides reports to management regarding usage and effectiveness of the systems.
Performs logistical support work necessary to ensure effective operation of training program activities, coordinating with secondary instructor(s), site(s), and teleconferencing staff. Maintains, delivers, and retrieves appropriate materials and equipment and/or special needs for specific course delivery. Manages documentation and record entry for identified programs by manual or automated systems as directed. Collects, verifies, and forwards registration materials to external sites for distance learning programs.
Advises clinicians, clinic managers, safety officers, and police on a coordinated approach for addressing patient disruptive behavior. Develops and reviews testing procedures, assures all control measures comply with regulations, prepares reports for management, and recommends changes to the testing program when necessary.
2 Serve as a nationally certified Master Trainer for the PMDB program and be responsible for providing the complete scope and knowledge of PMDB and Violence Prevention education to staff of the entire VASLCHCS facility, CBOC's, and outpatient clinics in regularly scheduled PMDB training courses.
Takes on a leadership role in organizing and conducting Prevention & Management of Disruptive Behavior (PMDB) training efforts based on nationally developed standards, utilizing instructional methods and principles. Provides support to identify appropriate process measures and monitors for quality and performance improvement based on required training criteria and principles. Provide assistance with coordinating and managing all training activities associated with the PMDB Program and will seek to ensure that all employees receive appropriate and required levels of violence prevention training.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/24/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position, you must have served 52 weeks at the GS-07 and for a GS-11 position, you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Individual Occupational Requirements (IOR) must be met in order to be found qualified (transcripts required if basing your eligibility on education):
Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. OR
Specialized Experience: One year of specialized experience equivalent to the next lower grade level, GS-07 for the GS-09 and GS-09 for the GS-11. Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
In addition to the IOR, candidates must also meet the below minimum grade requirements.
GS-09
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: technical competence in automated information systems including but not
limited to Access Database development and maintenance, SharePoint software, website, Excel spreadsheet applications, Adobe Acrobat and Microsoft word processing, as well as other comparable software packages needed to execute program functions. Skill in effective written and oral communications in order to establish and maintain effective communications with people both within and outside of the organization. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. Only education beyond 1 full year of graduate level education may be used to qualify applicants for the GS-09 level. This education must have been obtained in an accredited college or university. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. Experience must be clearly indicated in your resume.
GS-11
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: performing activities directly related to educational tracking processes, including development and of manual and/or automated registration/sign in processes. Analyzes registration processes for PMDB courses in the Talent Management System (TMS), as well as the Disruptive Behavior Reporting System (DBRS), and recommends changes or modifications for the system. Provides reports to management regarding usage and effectiveness of the systems. Comprehensive knowledge of the integration of the VistA and PC systems is critical to retrieve necessary data. This knowledge must be sufficient enough to organize data, coordinate logistical support, perform educational training within PMDB courses, and provide assistance to PMDB Coordinator, facility leadership and other employees as needed. Working knowledge of adult learning techniques and principals in order to perform a full range of support activities for including but not limited to New Employee Orientation (NEO), Prevention and Maintenance of Disruptive Behavior (PMDB), Continuing Education events, data management, and website maintenance. Produces training products and materials such as reference manuals, user guides, job aids, instructions lesson plans, course outlines and agendas, exercises/activities, quizzes/exams, training plans, etc. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree
or 3 full years of progressively higher level graduate education leading to such a degree
or LL.M., if related. OR,

Physical Requirements: The work has periods of sedentary tasks with desk/computer work followed by highly active involvement in programs and program preparation around the entire station. .
