The Training Specialist position is located at VA Salt Lake City Health Care System (VASLCHCS), in Salt Lake City, Utah a Level-1A complexity aligned under the Associate Director. The position will have the organizational title Supervisor Development Coordinator, this position provides consultation, facilitation, advice, and expertise, and education of available developmental/training resources for all supervisors within the health care facility.

Duties

Some of the duties associated with this position include, but are not limited to the following: Provides consultation, facilitation, advice, and expertise, and education of available developmental/training resources for all supervisors within the health care facility. Manages and produces quarterly developmental progress reports and a fiscal end of year after action review evaluation summary, develops/manages a local community of practice (COP) for all supervisors within their facility, populates and uses the VHA Office of Human Capital Management Institute for Learning, Education, and Leadership Development (ILEAD), Supervisor Development Coordinator Teams Portal and COP, and attends the annual coordinator F2F conference sponsored by ILEAD. Gathers data/reports (AES, service chief, ELT survey feedback, current HR Smart/PAID supervisor spreadsheet, etc.) and analyzes all national and organizational information on medical center supervisor performance in preparation for development of an annual facility supervisor-based needs assessment. Performs a facility developmental/training need-assessment based on input from all available prior year assessment resources. Implements ELT approved development/training proposal. Hosts and facilitates annual supervisor kickoff/townhall meeting with ELT, Education Service Chief, DLO, Service Chiefs and facility supervisors to disseminate an action plan on proposal implementation, including milestones, organizational goals, objectives, and evaluation criteria. Monitors and evaluates supervisor's IDP progress using the ILEAD Supervisor Development Portal during the fiscal year to ensure they are complying with agreed upon developmental/training opportunities resourced by the facility to create a diverse & inclusive workforce and advancing equity in health care delivery. Develops metrics and measures supervisor development during the fiscal year and submits after action evaluation of the facility's implementation plan during the 3rd and 4th quarters. Monitors and collects supervisor best practices throughout the implementation plan to be disseminated on the local and national COP and documented on the annual after-action review results. Assists in the design and distribution of leadership and supervisor development data collection instruments to be used with related assigned functions. Display extensive knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex program management processes and systems. Expert knowledge of organizational dynamics and programmatic techniques to contribute to a highly functioning learning organization. Extensive knowledge of specific VHA efforts regarding talent management, succession and employee and leadership development. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/18/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Individual Occupational Requirements: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled. OR Specialized Experience: One year of specialized experience equivalent to the next lower grade level, GS-11. Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. In addition to meeting the Individual Occupational Requirements listed above, you must also meet the below grade requirements: Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Specialized experience includes, but not limited to: comprehensive knowledge of the application of theory, policies, and procedures that apply to leadership programs and content available to facility supervisors. The training specialist must be able to analyze/evaluate information, interpret guidance, and provide guidance on development of supervisor individual development plans, in coordination with the National Supervisor Development Coordinator Program. This includes assembling information for use in reports and following up on all commitments made in meetings in a timely, efficient, and effective manner. Skills in program and project management and adapting these principles to significant supervisor development functions, according to the facility leadership's vision. Preferred Experience: The work is mostly sedentary and involves the use of typical office equipment (e.g., laptop, cellphone, copiers, MiFi, fax machines, etc.). However, the work requires nationwide travel to attend meetings, coordinate program actions and, at times, to present briefings to large and small audiences. Some standing, walking, bending, and carrying of light items such as papers or files would be required which are customary physical demands of the position. You will be rated on the following Competencies for this position: Data ManagementEducation and TrainingTechnical Competence Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
