These positions are located in the Division of Facilities Management and Operations. These are permanent, full-time positions.

Duties

Advises senior leadership. program officials, and colleagues on engineering design, recommendations, and study conclusions. Provides technical reviews, peer reviews, and checking of designs and drawings. engineering design, analysis, and technical documents, specifications, and contract correspondence, ensure documents are accurate and quality assurance processes were followed. Provides engineering and design support in connection with regulatory program oversight, policy making efforts, review of regulatory compliance issues, and resolution of engineering: related issues as they are encountered. Performs and/or provides oversight of on-site construction work, including inspection and acceptance of facility or utility construction work performed by a contractor. Plans, develops, and directs and prepares procedures policies and protocols for engineering, design and special projects that require advanced engineering design & analysis or modifies theories, concepts, and assumptions or resolves unique problems, conditions, or issues. These positions will be located within the Maintenance Division in Yellowstone National Park. Elevation at Mammoth is 6,200 feet. Temperatures vary from an average of 70 degrees Fahrenheit in summer to sub-zero at times in winter. A school is available, with kindergarten through 12, in Gardiner, Montana, five miles north of headquarters. Free bus transportation is provided for school children between Mammoth and Gardiner. Many community facilities such as stores, a drugstore, day care, motels, and restaurants are available in Gardiner. A medical clinic is available in Mammoth. All other services are available within 55 to 75 miles from Mammoth.

Qualifications

All qualifications must be met by the closing date of this announcement-08/02/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications by close of the announcement: BASIC REQUIREMENT - Successfully completed a full 4-year professional engineering curriculum, leading to a bachelor's or higher degree in engineering from an accredited college or university that has an engineering curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) OR successfully completed a full 4-year professional engineering curriculum leading to a bachelor's or higher degree in engineering. The curriculum included differential and integral calculus and courses in five of the following seven areas of engineering science or physics (more advanced than first-year physics and chemistry): (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d)thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR successfully passed the Engineer-in-Training (EIT) examination AND completed of all of the requirements for a bachelor's degree in engineering technology (BET) that included 60 semester hours of courses in the physical, mathematical, and engineering sciences as listed above. OR a registered Professional Engineer in a state in the U.S., the District of Columbia, Guam, or Puerto Rico. My registration is based on passing a written examination given by the State Board. OR completed at least 60 semester hours of courses in the physical, mathematical, and engineering sciences that included courses as described in B above, and are acceptable toward a degree in professional engineering. OR a combination of education and experience. I have successfully completed a 4-year curriculum leading to a bachelor's degree in engineering technology or in a related scientific curriculum such as physics, chemistry, architecture, computer science, mathematics, hydrology, or geology. Additionally, my work experience includes one or more years of professional engineering experience acquired under professional engineering supervision and guidance. (There should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.) AND EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience which included the development of civil engineering project construction drawings, technical specifications, and cost estimates as well as project management of multiple concurrent projects as substantiated by my resume/application; knowledge of project management principles and concepts; application of professional engineering principles, practices, procedures of project development; managing contractors or other project team members and providing operational leadership principles and risk management regarding work safety. Your resume must include hours per week worked. Candidates who do not meet these requirements by close of this announcement will receive no further consideration for this position. You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

There is no substitution of education for experience at the grade level(s) of this announcement.
