Duties
This position is reporting directly to the Chief of Facilities Management. Duties include:
Advises senior leadership, program officials, and colleagues on landscape design analysis, recommendations, and study conclusions.
Provides technical reviews, peer reviews, and checking of designs, drawings, specification analysis, and technical documents, specifications, and contract correspondence, ensuring documents are accurate and quality assurance processes were followed.
Provides design and construction management support in connection with regulatory program oversight, policy making efforts, review of regulatory compliance issues, and resolution of related issues as they are encountered.
Performs and/or provides oversight of on-site construction work, including inspection and acceptance of facility or utility construction work performed by a contractor.
Plans, develops, directs, and prepares procedures, -policies, and protocols for design studies and special projects that require advanced design analysis or modifies theories, concepts, and assumptions or resolves unique problems, conditions, or issues.
This position will be located within the Maintenance Division in Yellowstone National Park. Elevation at Mammoth is 6,200 feet. Temperatures vary from an average of 70 degrees Fahrenheit in summer to sub-zero at times in winter. A school is available, with kindergarten through 12, in Gardiner, Montana, five miles north of headquarters. Free bus transportation is provided for school children between Mammoth and Gardiner. Many community facilities such as stores, a drugstore, day care, motels, and restaurants are available in Gardiner. A medical clinic is available in Mammoth. All other services are available within 55 to 75 miles from Mammoth.
Qualifications
All qualifications must be met by the closing date of this announcement-08/02/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. BASIC REQUIREMENT: applicants must meet the basic requirements listed below for the applicable occupational series:
BASIC REQUIREMENT LANDSCAPE ARCHITECT GS-807: 1. Degree: landscape architecture or landscape design. Note: Successful completion of a 5-year program of study of at least 160 semester hours leading to a bachelor's degree in landscape architecture in an accredited college or university is qualifying for GS-7.
OR
2. Combination of education and experience -- for each year short of graduation, the applicant must have had 1 year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design.
AND
To qualify for this position at the GS-13 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: determining project objectives, goals, timetables, schedules, milestones, cost estimates, and staffing needs for project quality, initiating, guiding and controlling design and construction projects {e.g., visitor centers, campgrounds, lodging, water and wastewater systems and treatment. facilities, roads, parking, and transportation system infrastructure); negotiating Architecture/Engineering {A/E) services, construction management services, and construction contracts to carry out a multi-year program of work; managing a multi-disciplinary team to identify technical or policy issues, coordinate solutions and keep projects within established scope, schedule and budget; and providing leadership in the study, investigation, and resolution of any design, scheduling, construction, priority setting, material, sequencing, staffing, financial, and/or budget problems to achieve program/project goals.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using
education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
There is no substitution of education for experience at the grade level(s) of this announcement.
