Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Field Operations, Tucson Field Office, Mission Support Division, Workforce Management Branch, located in Tucson, Arizona.
Duties
This position will allow you to use your expertise in administration to provide advisory and technical services to CBP management. This position starts at a salary of $61,044.00 (GS-09, Step 1) to $96,012.00 (GS-11, Step 10) with promotion potential to $115,079.00 (GS-12, Step 10).
In this position, you will strengthen the Department's ability to protect the homeland by becoming a valuable member of a team of administrative professionals. Your job will include:
Providing employee performance award and appraisal guidance using knowledge of the laws, regulations, and policies.
Coordinating vetting issues and making Collective Bargaining Agreement interpretations for all bargaining unit hardship transfer requests throughout the field office as well recommending fitness for duty actions that may result in removals.
Monitoring sensitive information systems to ensure compliance with performance management requirements.
Providing technical assistance to field office personnel.

Qualifications
Experience: You qualify for the GS-09 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Assisting in maintaining the Field Office Table of Organization and ensuring positions are accurately recorded and that on board data is kept up to date.
Gathering data on projected turnover, losses, program changes, etc., and assisting with development and coordination of recruitment plans for backfills.
Monitoring employment levels and advising senior field management on the status of recruitment efforts and recommending actions necessary to avoid disruptive employment levels.
Assisting with a wide range of administrative and analytical duties required to develop and implement workforce management programs.
Consulting with the CBP Hiring Center (CBP-HC) staffs regarding applicable laws, regulations, and technical procedures.
Experience: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Reviewing staffing levels, computes attrition rates, and advising senior field management on the status of recruitment efforts and recommending actions necessary to avoid disruptive employment levels.
Performing a wide range of administrative and analytical duties required to develop and implement workforce management programs.
Sharing information on improved workforce management processes utilized in the field and subordinate units with other field offices and national staffs involved with the various disciplines and core processes.
Coordinating with the CBP-HC to resolve processing, recruitments, reporting, and other technical issues.
Recommending solutions to a range of operating and technical problems and issues with a view toward making the most efficient and productive use of workforce management.

Education Substitution GS-09:Successful completion of a Master's or equivalent degree, or two full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D., from an accredited college or university may substitute for experience required at this level. Education at the graduate level in an accredited college or university in the amounts shown meets the requirements for positions at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Check with your school to determine how many credit hours comprise two years of graduate education. If that information is not available, use 36 semester or 54 quarter hours.
Education Substitution GS-11: Successful completion of a Ph.D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree or an LL.M. from an accredited college or university may substitute for experience required at this level. Education at the graduate level in an accredited college or university in the amounts shown meets the requirements for positions at GS-7 through GS-11. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Check with your school to determine how many credit hours comprise three years of graduate study. If that information is not available, use 54 semester or 81 quarter hours.
Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements and may be computed by first determining your total qualifying experience as a percentage of the experience required for the grade level specified; then determining your education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify for that grade level. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 07/19/2024.
