The primary purpose of this position is to provide expert advisory service as a Human Capital Manager for the Joint Task Force - North (JTF-N) under North American Aerospace Defense (NORAD) and United States Northern Command (USNORTHCOM) direction.

Duties

Advises, manages and executes the Human Capital Management program for JTF-N. Serves as the subject matter expert and point of contact for civilian personnel matters and serves as liaison officer with the NORAD and USNORTHCOM Manpower and Personnel Directorate J1 (N&NC/J1) with respect to all personnel management functions. Advises Division Chiefs, supervisors (Joint Service), and managers on civilian personnel issues. Performs research and advises on a variety of sensitive issues concerning hiring policies, procedures, and related legal, regulatory, compliance, and contractual requirements. Confirms civilian time and attendance is certified in the Automated Time, Attendance and Production System (ATAAPS) bi-weekly, to ensure employees are paid on time. Serves an alternate certifying officer in ATAAPS for the command, in the absence of certifying supervisors. Provides guidance and assists with matters concerning civilian performance management. Advises individuals regarding routine, non-controversial, work-related, or personnel issues. Assists management with preparing position descriptions for classification review. Ensures management follows specific guidelines set by Office of Personnel Management classification standards, precedent-setting classification appeal decisions, and command procedures before submitting a Classification or Reclassification package to N&NC J1.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of organizational command structure missions, programs, functions, and organizational relationships. Working knowledge to produce a wide range of analytical studies and provide advice, and analysis on reorganizations and realignments, recruitment or downsizing strategies and to coordinate various programs and reporting requirements. Working knowledge of Human Capital and Human Resources sufficient to evaluate and make recommendations concerning overall plans and proposals for complex organizational projects and to develop, interpret, and analyze data extracts and reports from automated databases. OR EDUCATION: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts. OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a wide range of federal Human Resources (HR) laws, executive orders, regulations, policies, directives, instructions, and concepts governing HR functions. 2. Knowledge of DOD, Joint Service, and agency management principles, concepts, and methodologies including that of the manpower determinant development and requirements process. 3. Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative/protocol policies and procedures. 4. Skill in conducting reviews and analyzing and assessing HR program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations for enhancements and improvements. 5. Skill in applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations. Ability to communicate both orally and in writing and to establish and maintain effective and positive working relationships. 6. Knowledge of civilian pay and leave policies and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
