This position in in the Supply Chain Management Service at the Seattle VA Medical Center, Seattle, Washington. The Medical Center is affiliated with the University of Washington School of Medicine and is a multi-divisional General Medicine, Surgery and Psychiatric facility which also supports a Bone Marrow Transplant Unit, Spinal Cord Injury Program, Radiation Oncology Service, an Open-Heart Surgery Program, and two-divisional health care research program.
Duties
Duties include but are not limited to the following:
Plans and directs the activities of others in maintaining an on-hand inventory of stock with a focus toward greater efficiency in the determination of requirements and with the objective of always assuring an adequate level of required stock.
Develops plans for improved communications with operating officials to better analyze their needs, studies, distribution methods and problems to afford equitable distribution of supplies within available funding and storage availability.
Provides technical knowledge, guidance instructions and pertinent information to members of the staff through individual contact of group meetings and coordinates procedural activities to assure uniformity in interpretation and application of regulations, policies, and procedures.
Establishes priorities and deadlines, coordinates activities among other functional programs and reviews and makes final determinations on recommendations from subordinate lead employees.
Provides overall direction to a geographically separated staff of Supply Technicians.
Set work goals, quotas, standards, and ensures compliance with all governing regulations.
Plans, schedules, conducts, and documents a comprehensive training program for each of the disciplines.
Develops local operating instructions, facility MCM's, conducts internal program reviews and looks for new processes to enhance efficiency.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/22/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must meet time-in-grade requirements within 30 days of announcement closing. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education, as described below:
Grade Level Requirement (GS-07 Developmental):
Specialized Experience: You must have one year of specialized experience or be within 30 days of this announcement closing equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying analytical and evaluative methods - Administrative support functions (i.e., internal activities or functions such as supply, budget, procurement or personnel. - Planning, scheduling and conducting projects. The incumbent will serve in a developmental assignment to provide the individual with the knowledge, skills, and abilities needed to perform the full range of duties as described in the target position description. The incumbent will perform the duties outlined in the target grade position description, but will operate under closer supervision and will not be expected to demonstrate the same level of subject matter mastery. All other factors will remain the same. OR,
Education: Applicants may substitute education for the experience required. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. The degree must be in a field that will equip the applicant with the knowledge, skills, and abilities to perform the duties of the position being filled. OR,
Combination: Applicants may also combine education and experience to qualify at this level. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.
Grade Level Requirements (GS-09 Full Performance):
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 or be within 30 days of this announcement closing in the normal line of progression for the occupation in the organization. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at lease the next lower grade level in the normal line of progression for the occupation in the organization Examples of specialized experience would typically include, but are not limited to: Applying analytical and evaluative methods - Administrative support functions (i.e., internal activities or functions such as supply, budget, procurement or personnel. - Planning, scheduling and conducting projects. - Developing new or modified work methods. OR,
Education: Applicants may substitute education for the experience required. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related. The degree must be in a field that will equip the applicant with the knowledge, skills, and abilities to perform the duties of the position being filled. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education. The degree must be in a field that will equip the applicant with the knowledge, skills, and abilities to perform the duties of the position being filled.
This position involves a multi-grade career ladder. The major duties listed above represent the full performance level of GS-09. At the GS-07 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-09. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
