This position in in the Supply Chain Management Service at the Seattle VA Medical Center, Seattle, Washington. This is a full time position at 40 hours per week.

Duties

Duties include but are not limited to the following: Plans work to be accomplished by subordinates; sets and adjusts short term priorities and prepares schedules for completion of work based on priorities. Advises, counsels and instructs employees on work and administrative manners, such as complaints, grievances, etc.. Assigns the employee to various work areas. Provides guidance and evaluates work involving new, complex, or unusual situations, and those without clear precedence. Review and spot-check work to ensure conformance with regulations, policies, and local guidelines. Evaluates work performance of subordinates. Initiates minor disciplinary actions and writes performance appraisals. Determines whether contractor performed work meets standards of adequacy necessary for authorization of payment. Adapt to each unique situation and choose from among the alternatives in such a manner as to meet patient needs while maximizing interrelated performance metrics. Finds and implements ways to eliminate or reduce significant bottlenecks and barriers to production. Provides guidance and evaluates work involving new, complex or unusual situations and those without clear precedence. Oversees management and distribution of all supplies and material in the medical center. Monitor expiration dates and rotating stock. Address national supply shortages and ensure the uninterrupted flow of critical medical items. Ensure critical supplies are monitored. Perform daily inventory, resolve differences in records, distribute items. Deliver supplies in a timely manner and complete specialty cart preparation. Oversees the receipt of supplies and material into the medical center. Ensures supplies are unpacked and properly stored in inventory areas. Analyzes and resolves difficult issues and problems in order to plan effectively and render equitable and reliable decisions. Conducts market research on all new products and ensures they are recorded in the automated inventory system. Ensures availability of recurring supply items which are managed and distributed through the computerized inventory management system. Analyzes management reports in order to manage and control the fund control point limitations and identify trends, correct errors, and resolve problems. Works with members of the vendor and/or contract community, managers, supervisors and other staff throughout the medical center on Logistics issues. Communicates with subordinate staff and other administrative and clinical staff to coordinate and persuade logistics activities on the implementation of policy or procedural changes. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/25/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education, as described below: Grade Level Requirement (GS-07 Developmental): Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Applying analytical and evaluative methods - Administrative support functions (i.e., internal activities or functions such as supply, budget, procurement or personnel. - Planning, scheduling and conducting projects. - Developing new or modified work methods. The incumbent will serve in a developmental assignment to provide the individual with the knowledge, skills, and abilities needed to perform the full range of duties as described in the target position description. The incumbent will perform the duties outlined in the target grade position description, but will operate under closer supervision and will not be expected to demonstrate the same level of subject matter mastery. All other factors will remain the same. OR, Education: Applicants may substitute education for the experience required. To qualify based on education for this grade level you must have 1 full year of graduate level education or superior academic achievement. The degree must be in a field that will equip the applicant with the knowledge, skills, and abilities to perform the duties of the position being filled. OR, Combination: Applicants may also combine education and experience to qualify at this level. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Grade Level Requirements (GS-09 Full Performance): Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at lease the next lower grade level in the normal line of progression for the occupation in the organization Examples of specialized experience would typically include, but are not limited to: Applying analytical and evaluative methods - Administrative support functions (i.e., internal activities or functions such as supply, budget, procurement or personnel. - Planning, scheduling and conducting projects. - Developing new or modified work methods. OR, Education: Applicants may substitute education for the experience required. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related. The degree must be in a field that will equip the applicant with the knowledge, skills, and abilities to perform the duties of the position being filled. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education. The degree must be in a field that will equip the applicant with the knowledge, skills, and abilities to perform the duties of the position being filled. This position involves a multi-grade career ladder. The major duties listed above represent the full performance level of GS-09. At the GS-07 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-09. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires standing and walking during the entire workday, and frequent reaching, bending and lifting of supply packages (occasionally weighing as much as 50 pounds). Work requires pushing loaded carts of medical supplies (weighing in excess of 100+ pounds). With proper assistance, moves heavier items' weighing over 40 pounds.
