THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a HR SPEC (INFORMATION SYSTEMS/MILITARY) (TITLE 5), Position Description Number T5858000 and is part of the NC ANG, National Guard (145 FSS / Position No. 0774315).
Duties
As a HUMAN RESOURCES SPECIALIST (MILITARY/INFORMATION SYSTEMS), GS-0201-11, you will provide broad management advisory services; monitor the overall operations of the Military Personnel Data System; provide staff advisory guidance to the MPF, Units, Commanders and other base or Geographically Separated Unit (GSU) functional activities on solutions and feasible approaches to the utilization of the Military Personnel Data System in specific, and the human resources military program in general; coordinate with AF, Air Reserve Personnel Center, The National Guard Bureau, Air National Guard State Headquarters and base functional areas on new data human resources programs and system procedures; administer Military Personnel Data System training programs for the MPF and other users of the system; analyze and compare data between the military personnel data system and interfacing systems; advise managers of methods to limit invalid data input and suggest enhancements to procedures based on a broad knowledge of the human resources career field; direct, manage and control the operation and maintenance of the Personnel Concept III (PC III) system; provide system administration and perform system management; monitor and control the input/output for PCIII; serve as the DEPCON systems administrator; perform comprehensive print management and file-distribution for mixed platform networks: to include routing, print files, producing hard copies, electronic distribution, shared resource file distribution, archiving, and backups; serve as Automatic Data Processing Equipment custodian for PC III and local unit computer hardware; prepare comprehensive human resources management reports; develop, establish and maintain work function training programs.

Qualifications
GENERAL EXPERIENCE: Experiences gained through civilian and/or military technical training schools within the human resources business programs are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.
SPECIALIZED EXPERIENCE: Must have at least one year specialized experiences at the GS-09 level or the equivalent which provided a working knowledge of National Guard missions, organizations, and federal civilian or military personnel programs. Must have experiences in executing personnel programs and Human Resources Information Systems, as applicable to the specific position and its position description. Must have knowledge and understanding of the personnel and manpower core competencies: Organization Structure; Requirements Determination; Program Allocation and Control; and, Performance Improvement. Have a working knowledge of organizational structures; manpower standards; manpower resources; manpower data systems; or, commercial services to include strategic sourcing. Experienced in performing personnel program requirements that involve advising supervisors and managers; and, experienced in completing accession planning and processing; classification and position management; and, civilian promotions. Experienced in advertising positions, processing assignments or reassignment actions; reviewing human resources development programs; applying education and training policy requirements; discussing retraining procedures; and/or providing retirement options. Competent in discussing the equal opportunity and sexual assault prevention and response programs. Have experiences in career counseling; completing or editing performance evaluations; and, conducting educational and skill development personnel course programs. Competent in merit principles, personnel plans, programs, and policies to guide or advise others on their implementation activities. Skilled in applying program policies, directives, publications, and training manuals. Knowledgeable on allocating manpower resource budgets or execution procedures. Experienced in performance management and productivity programs; or, advising on process improvement, best practices, and performance techniques.
