NASA's Office of Communications is seeking a skilled individual to serve as a Chief in the Engagement Branch. You will lead a team of highly skilled public affairs specialists and program managers to tell the NASA story via public outreach and engagement. You will direct outreach for various audiences including the general public, key stakeholders, and untapped audiences while elevating the agency's unique contributions and programs.

Duties

Provide effective leadership to supervise a team of public affairs professionals, employing appropriate problem-solving methods and techniques, and coordinates initiatives, policy implementation, and consensus building. Plans, initiates, implements, and supports comprehensive communications using proven project management techniques and strategies that enhance understanding of agency programs among the public and specialized groups or organizations. Using expertise, establishes and maintains structured processes, policy, and guidelines based on the latest in communications science, practice, and organization priorities. Lead the execution, analysis, planning, control, evaluation of high-profile communications, partnerships, messaging, products, and public events. Lead multidisciplinary communications staff, having experience managing teams, performing administrative and human resource management functions. Perform a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees. Requirements

  • Position subject to pre-employment background investigation.
  • Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.
  • A one-year supervisory probationary period may be required.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level: Providing leadership and overseeing other communications specialists and advising top managers and decision-makers on important national issues; Developing, implementing, and monitoring Public Affairs/Outreach policy and planning to ensure efficiency and compliance; Providing proven project management expertise, techniques, and best practices, for the conceptualization, scoping, budgeting, implementation, and evaluation across all engagement functional areas.
