About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the USA INSCOM MISSION SUPPORT COMMAND FOIA/IRR FORT BELVOIR, VA.

Duties

Respond to intelligence and security records under Freedom of Information Act (FIOA) and Privacy Act (PA). Perform processing of PA request.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI).
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • TDY will be required 10% or less of the time.

Qualifications

This is a developmental position, which may be filled at the entry level of GG-07 or at the full performance level of GG-11. If filled at the entry level, the incumbent may be noncompetitively promoted to the full performance level after meeting all regulatory requirements and upon the recommendation of management. For the GG-09 level: Specialized experience is defined as experience in assisting with retrieval of responsive FIOA/PA documents for evaluation and/or analyst. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-07). For the GG-11 level: Specialized experience is defined as experience with processing intelligence and security records under the Freedom Information Act and Privacy Act Program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-09).
