About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Intelligence and Security Command Mission Support Command in Fort Meade, Maryland.

Duties

Serve as the Senior Government Information Specialist for the U.S. Army Intelligence and Security Command Freedom of Information Office. Analyzes requests for information and correction of records for INSCOM records in terms of cited legislation and content to determine legislative applicability. Serves as principal advisor to the Chief, U.S. Army Intelligence and Security Command (INSCOM) Freedom of Information and Privacy Act Office (FOI/PAO) on all matters relating to the management and oversight of the Directorates programs. Provide work method direction related to Freedom of Information Act/Privacy Act requests. Review incoming FOIA/PA requests and initiates action to conduct searches for responsive records.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a TOP SECRET security clearance based on a single scope background investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • Must be willing to undergo and successfully complete a counterintelligence scope polygraph examination on a pre-appointment and periodic basis.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Requires Temporary Duty (TDY) travel up to 25% of the time.

Specialized experience is defined as experience with Freedom of Information and Privacy Act policies, procedures and program functions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
