This position is located in the Department of Health and Human Services, Administration for Children and Families, Office of the Commissioner, located in Washington, District of Columbia or in one of the ten regional offices of HHS.

Duties
The purpose of this position is for the incumbent to report to the Commissioner of the Administration on Children, Youth, and Families (ACYF and serve as the office lead on cross-system alignment and collaboration to improve desired outcomes for children, youth, and families. The incumbent must be familiar with the day-to-day position, philosophy and viewpoints of the Commissioner, as well as long-range strategies, goals, and objectives of ACYF. The incumbent is privy to confidential policy and personnel information.
Serves as the Senior Advisor to the Commissioner of ACYF in a dynamic and fastmoving environment. Advises on all matters across the ACYF programs in the Children's Bureau and the Family and Youth Services Bureau and the populations they serve, as well as other federal programs that interact with ACYF programs and populations. Brings national policy expertise related to complex system reform including Medicaid, behavioral health, substance use, Temporary Assistance for Needy Families (TANF), housing, and others. Must have extensive knowledge of the historical and contemporary issues related to disparities in ACYF programs, and must be familiar with and have experience in applying approaches to center the reduction of disparities in program and policy design and implementation across complex systems.

Qualifications
Specialized Experience:GS-15: You must possess at least one year of specialized equivalent in difficulty and responsibility to the GS-14 level in the Federal Service (obtained in either the public or private sectors) performing (4) of the (5) following duties:
1. Dismantling system policy barriers and/or developing plans and policies to support cross-system alignment across child welfare, runaway and homeless youth, prevention science, health, behavioral health, education, economic support, and other youth and family serving systems;
2. Sharing and translating current knowledge on multi-systems involving youth and their families (i.e., child welfare, runaway and homeless youth, juvenile justice, behavioral health including mental health and substance use disorders, health, education) and related research;
3. Developing and/or interpreting guidance to redesign programs and policies to address disparities among children, youth, and families;
4. Developing policy options, analyzing consequences, and presenting options to high-level leadership for decisions;
5. Enhancing and/or coordinating effective working relationships and collaboration across child, youth and family serving programs and/or systems.

Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
