The primary purpose of this position is to serve as the Contracting and Resources Program Manager on all aspects of contract administration and contractor support, resource management, property and equipment management in the J-32 Deputy Directorate ISR Operations/ Joint ISR Operations Center (JISROC), a Chairman's Controlled Activity within the J-3 Directorate of the Joint Chiefs of Staff.
Duties
Performs as the J-32/JISROC CCA Contracting Officer Representative (COR) providing technical direction to the supporting contractor(s). Ensures that all required items, documentation, data and/or reports are submitted as required by the contract.
Provides financial advisory assistance and guidance on budgeting and related information services for the J-32/JISROC CCA budget. Serves as a financial consultant to Senior Budget Analyst within assigned programs on issues such as budgeting strategies and techniques, use of financial management products, resource distribution, program priorities; assist in financial forecasts and projections, and development of annual and long-range financial plans.
Manages the J-32/JISROC CCA property book and is the technical authority on all accountable property for Directorate's equipment. Maintains detailed records for the acquisition, hand receipt, transfer, and disposition of accountable property and IT equipment. Initiates redistribution actions upon determination that accountable property is excess to J-32/JISROC CCA requirements or beyond economical repair.
Serves as one of the Government Purchase Card (GPC) cardholders for the J-32/JISROC CCA. Maintains a master listing of all GPC purchases, updated with information from the other cardholder(s).

- The candidate must be able to obtain and maintain a Special Sensitive Security Clearance with access to sensitive Compartmented Information (SCI). A Non-Disclosure agreement must be signed.

Qualifications
In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
This is a GG-13 position in the Defense Civilian Intelligence personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GG-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: experiences in government or business organizations responsible for complex programs of national significance based on work with/or in the Intelligence Community (IC). Knowledge of IC contract negotiation, administration, and termination principles, policies, procedures, and technical requirements applicable to pre-award and post-award actions for a variety of contracts; of business practices and market conditions applicable to program and technical acquisition requirements; and of price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established rates to determine price reasonableness or to determine a negotiation position. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the full range of federal contracting laws, regulations, policies, practices, methods, and contract types
2. Knowledge of qualitative and quantitative analytical methods and the ability to apply this knowledge to complex problems of broad scope.
3. Knowledge and understanding of J-32/JISROC CCA missions, goals, and objectives, business and strategic plans, etc.
4. Skill in communicating, both orally and in writing; writing clear and concise products; presenting and arguing for a position effectively; and delivering written and verbal presentations to senior level audiences for decision-making purposes.
5. Knowledge and experience coordinating joint actions across CCMD, Military Service, Joint Staff Directorate, and Office of Secretary of Defense staffs to perform varied tasks associated with coordinating input, tracking status, reporting on issues, and developing recommendations/solutions to assist senior decisionmaking.
6. Ability to conduct detailed analysis of contracting requirements to develop feasible courses of action and identify optimal sourcing recommendations. Ability to analyze all aspsects of a complex and contentious issue; think creatively to develop and implement new methods, approaches, processes and/or procedures to effectively address problems.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
