This position is assigned to Warfighter and Family Readiness; Commander, Joint Region Marianas (CJRM). Incumbent serves as staff analyst and principal advisor to the Commander, Joint Region Marianas on significant programmatic matters related to Personnel Support and Quality of life (QOL) concerns for Navy personnel and their families.
Duties
Duties include but are not limited to:
Provides administrative and/or technical supervision (including hiring, discipline, evaluation, and training) to direct staff.
Performs regional oversight of Navy QOL programs, to include Morale, Welfare, and Recreation (MWR); Fleet and Family Service; Child Care; Navy Gateway Inns and Suites (NGIS); Family and Bachelor Housing; and General Mess Programs.
Determines personnel availability through subordinate activities, their capabilities, types of programs, methods and program delivery, including contracting and interface with other organizations within the command.
Issues final program outcomes to ensure accomplishment of tasks.
Directs adjustments in operations and policy as required to assure accomplishment of program objectives.
Evaluates QOL program operations through periodic review of fleet and shore support requirements and personnel trends; operations reports; surveys; and briefings by subordinate managers.
Develops regional organization structure, policies, goals and objectives for specific QOL programs in coordination with Commanding Officers of CJRM activities, CNIC, and Navy Personnel Command (NPC), and Program Managers.
Develops standards and techniques for managing, performing and monitoring organizational duties.
Develops effective database management systems for tracking program operations to ensure successful accomplishments of subordinate program operations.
Develops new concepts for CJRM regional commands, Navy claimants and NPC to improve operational efficiency, reduce costs, achieve Navy goals and increase program quality.
Coordinates concepts with other services, claimants, commands and departments within CJRM to
ensure consistent practical program applications. Participates in national, regional, local, federal, DoD and civilian organizational management
meetings to identify programs of regional and command wide interest.
Conducts program audits, inspections, facility evaluations, and investigations as required or requested to ensure effectiveness, efficiency and fiscal soundness of QOL operations.
Ensures design and implementation of timely review and inspection processes for QOL programs within the region.
Participates in management and planning conferences attended by higher Navy authority, Navy
claimants and Navy program managers, CJRM department heads, regional commanders and other
federal and local authorities to ensure proper workflow and timely completion with special focus on
regional programs and tasks.
Chairs regional boards of management and other program management/advisory bodies to guide QOL program operations.
Establishes and directs regional inter-service program framework for specific program initiatives, to improve regional program efficiencies.
Recommends, interprets, coordinates, disseminates, implements, and evaluates efficiency in administration and operations of program matters.
Coordinates planning and actions necessary to resolve new and developing problems including complex issues characterized by controversy and which have significant regional Navy and DoD impact.
Initiates technical, economic or social studies for program objectives employing appropriate methodology of analysis to examine alternatives and for final decision on the course of action.
Reviews and guides development of subordinate command QOL program budgets and operational funding requests.
Budgets, allocates, and manages funds for the CJRM CSP.
Defines budget requirements for assigned functions on an annual and quarterly basis.
Modifies budget plans for QOL program operations responding to changes in policy, funding objectives, funds available, objectives, and personnel directing required action to correct deficiencies or meet program objectives.
Plans, coordinates, organizes and implements programs designed to enhance the effective use of total resources in the operation of Navy Personnel Support Six programs. These resources support installations throughout the CJRM AOR, with annual appropriated fund {APF) expenditures of approximately $100 million, non-appropriated fund (NAF) expenditures of $80 million, and includes over 500 employees.
Maintains oversight of execution and accountability of MWR {MW), Galley {GL), Family Housing (FHN), Unaccompanied Housing (UH), Child Development (CD), Navy Gateway Inns and Suites (NGIS), and Family Support (FS) funds.
Issues NAF budget and execution guidance, coordinates budget submissions, and has review and approval authority for all NAF budgets submitted by CJRM commands.
Analyzes and evaluates the management and performance to include liquidity, solvency, activity, profitability and operational performance ratios.
Requirements
- Incumbent is required to submit a Financial Disclosure Statement, OGE Form 450, (5 CFR Part 2634.904), Confidential Financial Disclosure Report upon entering the position and annually, IAW DoD policies and regulations.

A qualified candidate possesses the following:
Five or more years of specialized experience managing multiple quality of life / quality of service programs for military service members and their families.
Knowledge of the principles, methods, and techniques of business administration and public administration.
Knowledge of pertinent DoD and Navy regulations, instructions, and policies pertaining to Warfighter and Family Readiness programs.
Knowledge of public policy decisions affecting the organization.
Knowledge of and skill in resource planning.
Knowledge of and skill in providing oversight management of functions for MWR, NGIS, Fleet and Family Services, Child Care, Family and Bachelor Housing, and General Mess Programs.
Knowledge of budgeting, financial execution, cost analysis, and business planning in order to make recommendations concerning changes in funding and develop budget plans.
Knowledge of the Program Objective Management (POM) Execution/Planning to allocate resources for program(s) to meet the Service Program Guidance and Defense Planning Guidance.
Knowledge of regional multi-command/multi-claimant programs and organizational development, implementation and evaluation.
Knowledge of ship and shore installation operating environment.
Knowledge of Navy APF and NAF contract administration.
Knowledge of APF and NAF financial management.
Knowledge of CNIC's EEO policy and procedures.
Ability to identify needs, trends, and performance measures to evaluate program effectiveness.
Ability to perform the full range of supervisory duties.
Ability to communicate effectively orally and in writing.
Ability to persuade, motivate, and deal diplomatically but firmly with senior officials, news media and the public, often in an adversarial environment.
Ability to develop and effectively deliver presentations and/or briefings.
