You will serve as a Program Manager in the Office of the Deputy Ops Officer, JPMO-Program Execution Branch of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC.

Duties

You will provide program management for a broad spectrum of complex engineering products and services in support of facility development, facility design, construction and operations. You will serve as the host country representative and are responsible for country/location operational requirements and existing conditions to support the planning and execution of the Joint Area Development Plans (JADP) and project execution. You will work within a matrix organization using influence and program/project knowledge to accomplish execution goals and objectives. You will prepare and present briefings to various levels of management to effectively communicate proposals, data analysis, results and recommendations. You will develop and/or evaluate process improvement initiatives to increase productivity or quality, and/or set goals. You will recommend changes based on results of studies and risk profiles.

  • If eligible for permanent change of station, the appointee will be required to sign a transportation agreement to establish a Government time in service requirement of 12 months.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: planning and executing a schedule of products or services by a specified timeline; coordinating with construction managers and on-site project managers in project countries' evaluating process improvement initiatives; increasing the productivity or quality of a project; and render expert technical recommendations or solutions for a project.
