The primary purpose of this position is: To serve as the program specialist for the Office of the Registrar and all associated academic departments within the Dean of Faculty requiring COMPASS support, which includes the student information system and all peripheral subsystems. Participates in planning, developing, and establishing program guidance.
Duties
Analyzes complex operational and tactical processes, problems, questions and conditions relative to employment of COMPASS in support of the Dean of Faculty related mission activities.
Determines requirements, recognizes and analyzes trends, and provides training, instruction and orientation services.
Performs COMPASS analysis, testing and troubleshooting and corrects system and application discrepancies.
Manages mission knowledge, information, processes and systems for Subject Matter Experts and end users.
Performs miscellaneous special projects and staff work.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
- May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
- May have additional duties assigned and/or required to perform other duties in support of extended mission requirements based on the scope of the mission during times of conflict or staffing shortages.
- May be required to perform escort duties, ID checks, and other duties as required.
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions and Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes providing knowledge of Enterprise Resource Planning and Student Information Systems (SIS) related to Higher Education and Program analysis; preparing governing directives that oversee operational control, management and dissemination of personnel/human resource data and student information systems (SIS) access; utilizing knowledge of information systems management requirements and Student Information Systems (SIS) software development techniques required in carrying out project assignments of considerable difficulty and with little specificity regarding approach to be followed; leading teams and implementing project management methods involving system testing, integration, program enhancements and training.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of Enterprise Resource Planning and Student Information Systems (SIS) related to Higher Education and Program analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging security methods and principles, the feasibility of proposed new systems and SIS applications, and to design, write, test, debug, and maintain information systems/applications and to ensure successful integration with existing and anticipated infrastructure in the information and student data management environment.
2. Knowledge of governing directives that oversee operational control, management and dissemination of personnel/human resource data and student information systems (SIS) access.
3. Knowledge of Student Information Systems (SIS) and applications technology and support principles to isolate, receive, respond to, and ensure complete resolution of problems between multiple systems and programs and to measure system performance and/or extend operating system capabilities to support organizational business processes.
4. Knowledge of information systems management requirements and Student Information Systems (SIS) software development techniques required in carrying out project assignments of considerable difficulty and with little specificity regarding approach to be followed.
5. Ability to lead teams through project management methods involving system testing, integration, program enhancements and training.
6. Ability to build and maintain complex end user training modules, lesson plans, briefings and provide advanced end user training sessions to a wide range of end users via both in-person and virtual training venues utilizing effective oral and written communication.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
