THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a GS-2210-12 SUPERVISORY IT SPECIALIST (NETWORK) (TITLE 32), Position Description Number D1566P01 and is part of the MO 131st Bomb Wing.
APPOINTMENT FACTORS: This is a Permanent Excepted Service position. This is a non-bargaining unit position.
Duties
Directs the planning, engineering, testing, evaluation, modification, security and reporting of the full range of C-E (Communications-Electronics) equipment and systems assigned.
Ensures the proper use, management, and training of all supervised personnel, consisting of multiple technical disciplines.
Consults with users and managers to determine specific locations and requirements for the particular system installation.
Identifies requirements for and coordinates necessary improvements with customers.
Develops technical solutions to support equipment installation.
Directs, recommends, and implements remedial actions to correct problems or deficiencies.
Manages overall personnel program within the section.
Plans, develops, and implements local policies, procedures, and goals for effective administration, direction, management, and operation of the section.
Maintains constant coordination between workgroups inside and outside of the unit, because complexity, cost, and uniqueness of the work involved require considerable planning and coordination.
Considers and advises all participants (internal and external), suppliers, and contractors of changes and coordinates changes to reprogram or reschedule intended projects to meet mission requirements.
Establishes and implements Customer Service Center (Help Desk) to receive trouble calls and complaints from all supported customers.
Prepares and submits budget estimates and revisions for the procurement, installation, and operation/maintenance of equipment and supply items.
Monitors and controls the expenditure for material and manpower resources in accomplishment of peacetime and wartime mission goals.
Exercises continuing responsibility for safety conditions, procedures, and work practices employed within the maintenance community.
Performs other duties as assigned.

Qualifications
MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an Excepted Service position that requires membership in a compatible military assignment in the employing state's National Guard. Selected candidate must be AFSC qualified within 12 months from date of appointment.
Maximum and Minimum Military Grade - CMSgt (E-9)
Supervisor must verify that selected individual occupies a compatible military position. Technicians will not be militarily senior to their full-time supervisor or wage leader (grade inversion).
GENERAL EXPERIENCE: Must possess experience that provided you basic knowledge of data processing functions and general management principles that enable you to understand the stages required to automate a work process; experience in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.
GS-12 SPECIALIZED EXPERIENCE: Must possess 36 months of specialized experience which indicates your ability to plan, schedule, control and direct a communications and information systems function; perform long-term planning and organizational development of a computer and communications network support function; initiate, plan, organize and carry out assignments, coordinate work with others and determine the approach and methodology to be used; and lead, direct and assign work of personnel.

DOD Information Awareness Certification Requirements:
The employee must obtain and maintain at a minimum a Secret security clearance.
Incumbent must possess or be able to obtain and maintain certifications per DoD Directive 8570.1-M, AR 25-2, and as detailed in the Information Assurance (IA) Training and Certification Best Business Practice (BBP). Failure to satisfactorily obtain and maintain required certifications in accordance with the listed publications are grounds for termination.
Selectee is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Publication 8570.01-M, Information Assurance Workforce Improvement Program, dated 19 December 2005 (incorporating Change 1 dated 15 May 2008).
Education
This job does not have a qualification requirement that allows substitution of education for specialized experience.
