THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a GS-2210-12 INFORMATION TECHNOLOGY SPECIALIST (INFOSEC) (TITLE 5), Position Description Number T5238000 in FAC 32F200 and is part of the MO 131st Bomb Wing. APPOINTMENT FACTORS: This position is a Temporary vacancy NTE One Year in the Excepted Service. This is a non-bargaining position. SEE NOTES UNDER CONDITIONS OF EMPLOYMENT BELOW.

Duties

Performs as the Team Technical Lead during vulnerability assessments of DoD information systems. Utilizes knowledge of systems security principles and concepts, of new Information Technology (IT) security developments, and of the infrastructure protection environment to select appropriate tools to be used by team members. Establishes methodology, and determines best techniques to penetrate computer systems and exploit information within these systems. Directs the team during actual assessments to find vulnerabilities due to improper configurations, missing or improperly applied patches, or procedural errors. Conducts extensive research of new vulnerabilities discovered in operating systems, application software, infrastructure and firewalls. Investigates, analyses, and develops methods that could be used to exploit those vulnerabilities. Conducts extensive research of tools currently being used to attack or gain unauthorized access to information networks. Analyzes and tests these tools on training range to determine effectiveness, stability, and scope of the tools. Performs activities such as configuring and monitoring hardware and software for system operation, processing and control of data flow, and client-server multi-user system support including network management or administration. Conducts evaluations to ensure compliance with applicable standards. Ensures system backups are performed to ensure expedient restoration of the database for the respective network equipment. Analyzes equipment and software reliability and suitability for vulnerability assessment utilization. Develops recommendations or proposals involving a variety of specialized systems and improved operational efficiency. Performs analysis and design of automated and manual systems related to the network. Provides data for intrusion detection analysis. Performs other duties as assigned.

Requirements

  • United States Citizenship is required.

  • Appointments of retired members of the Armed Forces as National Guard employees within 180 days of retirement requires a waiver approved by the Adjutant General of Missouri before an effective date can be established.

  • Under a temporary appointment, employment is subject to termination at any time.
  • In the event a permanent (Tenure 1 or 2) employee is selected, and is willing to accept the temporary appointment, that employee will relinquish permanent status.

Qualifications

GS-12 SPECIALIZED EXPERIENCE: Must possess one year of specialized experience equivalent to at least the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector that demonstrates your ability to analyze, develop, and recommend standards concerning information assurance, documentation, techniques, and integration associated with information assurance and accreditation; assure compliance with security policy and monitor external connections to the organization's network and assure compliance with the national and state policies; work with the System Security Manager to develop procedures to protect information in the networks; identifies and reports violations of system security; administer firewalls and intrusion detection systems (IDS) and monitor unauthorized access; and implement virus protection plan. The specialized experience must also demonstrate a thorough knowledge of concepts, principles, methods, and practices in information systems security to design, develop, implement and maintain secure systems and services, assess the effectiveness of current systems security and services, evaluate the feasibility of new systems security and services, and provide advice and guidance on complex issues. DOD Information Awareness Certification Requirements: The employee must obtain and maintain at a minimum a Secret security clearance. Incumbent must possess or be able to obtain and maintain certifications per DoD Directive 8570.1-M, AR 25-2, and as detailed in the Information Assurance (IA) Training and Certification Best Business Practice (BBP). Failure to satisfactorily obtain and maintain required certifications in accordance with the listed publications are grounds for termination. Selectee is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Publication 8570.01-M, Information Assurance Workforce Improvement Program, dated 19 December 2005 (incorporating Change 1 dated 15 May 2008).
