This is a Direct Hire Authority for Certain Personnel of the Department of Defense to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The U.S. Army Corps of Engineers New England District is responsible for managing the Corps' civil works, military, hazardous waste remediation, and international and interagency support program responsibilities throughout the six New England states.
Duties
The incumbent serves as an Economist and performs, coordinates, and evaluates economic investigations and studies.
Applies knowledge of economics and statistics in performance of duties that include mathematical interpretation of economic, social, and geospatial data, computer modeling with data administration and the preparation of interpretive reports.
Uses appropriate policies and models to develop National Economic Development (NED), National Ecosystem Restoration (NER), Regional Economic Development (RED) and Other Social Effects (OSE) benefits for organization’s water resource projects.
Develops or adapts methodologies for obtaining and evaluating data, and multiple simultaneous traditional studies involving cost-benefit analyses of proposals for various civil works projects and assessments (e.g. ecosystem restoration).
Coordinates with multi-disciplined staff in order to integrate economic analysis with all phases of the designated improvement study.
Develops the economic and social scope of work of various studies and participates in negotiations as necessary for all aspects of economic studies.
Selects appropriate models and software or develops specialized computer models to meet needs of analysis, enter data, and ensure that models are working properly.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Economist:
A. Degree: Bachelor's degree (or higher degree) in economics that includes 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
OR
B. Combination of Education and Experience: Courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes meeting at least TWO of the following: 1) Possess and utilize wide knowledge of statistical methods and accepted procedures of economic analysis; 2) coordinate with staff on economic projects; 3) utilize data to prepare economic reports; AND/OR 4) analyze economic data using standard computer programs such as ArcGIS or Microsoft Excel.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
