About the Position: This is a Contract Specialist, GS-1102-11/12 position with the U.S. Army Corps of Engineers, Northwestern Division (NWD), Omaha District, Contracting Division.

Duties

Pre-award: Reviews requests for the procurement of specialized or complex items and equipment, extensive technical services, and/or unique construction Analyzes the requirement, recommending revisions to the statement of work or specifications as necessary. Determines method of contracting, type of contract, requirements of special provisions, inclusion of options, and evaluation criteria. Prepares justifications, approvals, acquisition plans and other required clearances. Prepares solicitation/amendment documents incorporating provisions such as cost accounting standards, cost or pricing data, special testing requirements, Government-furnished property, and payment provisions as required. Conducts pre-bid/proposal conferences and assists prospective bidders/offers in technical and contractual understanding during solicitation phase. Prepares required determinations and findings, and prepares and assembles solicitation document. Performs cost/price analysis, determines acceptability of technical proposals, and conducts pre-award survey to determine responsibility of prospective contractor. Negotiates to obtain services at a fair and reasonable price to the Government and compiles the final contract. Post-award: Responsible for contract management on assigned contracts, grants, and cooperative agreements during the post-award phase of the procurement cycle assuring timely receipt of all contractual data specified. Advises the Contracting or Grants Officer, and other Government personnel on the contractor's compliance with contract requirements and recommends alternatives available for effecting corrective actions. Prepares responses to all contractual correspondence with contractors, including requests for contract deviations from contract compliance. Approves contract payment, assesses liquidated or actual damages for nonperformance, issues show cause or cure notices, closes out contracts, or terminates contracts for default or convenience and reviews and negotiates settlement proposals.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent may be required to travel/perform Temporary Duty (TDY) up to 5%.
  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually.
  • This is a Defense Acquisition Workforce (AWF) position. The employee must meet the DoDI 5000.66 requirements applicable to the Career Category/Functional Area and the Career Level Certification assigned on the sequenced position.
  • Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years.

OR Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000 In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience for GS-11: One year of specialized experience which includes 1) Preparing and/or negotiating various types of contracts; AND 2) Analyzing proposals for compliance. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Specialized Experience for GS-12: One year of specialized experience which includes 1) Developing, negotiating, and modifying contracts plans and specification; AND 2) Performing pre and post award functions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone for the GS-12. No substitution of education for experience at the GS-12 is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
