The Long Beach Veterans Health Care Systems is currently recruiting for a Medical Administration Officer (Assistant Chief) for the HAS to serve on a Detail/Temp Promotion Not to Exceed 120 days. The incumbent reports directly to the Chief of Health Administration Service providing leadership and managerial support.

Duties
Duties include but are not limited to the following:
Draft, review and develop policies as it relates to the sections that he/she directly supervises Health Administration Service.
Evaluate programs for efficiency and productivity to support healthcare systems in patient administration.
Support the Chief Health Administration Service in analysis for increased utilization and optimization of HAS programs.
Responsible for leading HAS leaders in managing and/or sustaining the various programs and driving change initiatives in medical support staff related to all clinical areas to include any Lead or supervisory staff in those sections.
Planning, development, and execution of agency programs, the incumbent will provide the vision for development of monitors in measuring all data input.
Direct programs that require in-debt training with the HAS Trainer to ensure that HAS and/or other identified Medical Center staff are educated and accountable for data management.
Assist in developing the requirements for and maintains awareness of available resources and provides workload statistics which reflect patient care levels, trends, and changing program priorities.
Develop both long and short- range plans for the HAS Service and the areas under their oversight to advance business practices that support patient care and delivery of health benefits.
Develop, evaluate, and modifies organizational structure and health benefits systems to achieve program goals; and participates in the analysis and interpretation of workload and other data used in resource planning.
Prepare executive letters, memorandums and other written communication that may be forward to VISN or external stakeholders.
Responsible for mitigating uncompliant providers with incomplete encounters errors brought forward by HAS Section chiefs.
Ability to work with Chief of HAS on strategic planning and/or decision making on staffing models to predict future staffing and resource needs in areas that require HAS support.
Responsible for ensuring policy adherence, task reviews, delegation of work developing and/or managing databases necessary for tracking TQI training/participation and recommendations for funding, policy issues based on information.
Provide direct on-the-job training for employees, broaden employee training, and provide backup skills by cross training.
Evaluate and write performance appraisals and provides feedback to employee concerning their performance.
Work Schedule: Monday - Friday, 7:30am to 4:00pm
Telework: Ad Hoc Available at management discretion.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify for GS-13 based on your experience as described below:
Specialized Experience: (In addition to meeting Time and Grade) You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Providing High-Level Program Management, Integration, and Leadership, Strategic and Business Planning, Management Reports & Analytical Studies, Program Coordination and Management in a medical Care Center. Physical Requirements: This is primarily a sedentary position, but the work requires some walking, bending, stooping and carrying of light objects such as manuals, documents, etc. Concentration and sustained performance under prolonged stress is required because of the time factors involved in completion of work assignments within deadlines.
