Duties

This Program Analyst position is located in Enrollment Services and Vetting Programs (ESVP), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to: Leads large project/program teams defining and developing internal policies and procedures. Leads reviews, analyses, and evaluations of systems and processes in terms of objectives, progress to date, managerial and other critical and/or potential or anticipated problems encountered, lack of resources, adequacy and validity of factors and standards, and need for revision of schedules. Analyzes existing policies or practices to identify any inconsistencies and formulates and recommends positions on major projects/policies/issues to senior management. Broad policies and objectives provide general guidance for addressing issues. Develops new policies, procedures and methods required for the administrative management, control, and maintenance of assigned programs. Reviews policies, directives, and regulations of TSA rules and both formulates implementation of guidelines and interprets policies made by others. Maintains key programmatic documentation. Provides staff guidance and direction to all elements engaged in the development and implementation of plans and objectives to assure compliance with applicable policies and constraints. As a technical expert, manages security threat assessment (STA) program operational activities and provides day-to-day operational leadership on transportation related security programs: identifies inefficiencies, security vulnerabilities, risks, mitigation strategies and internal controls. Works closely with TSA stakeholders to capture, refine, and document functional requirements/capabilities associated with the vetting, credentialing, and prescreening of passenger and non-passenger populations related to all modes of transportation security. Identifies existing or potential problem areas and recommends corrective action or preventive measures. Work and acquisition/allocation of resources is typically reviewed only at completion for success in achieving planned results. Develops and implements internal and external communications in support of transportation security programs including presentations, briefings, responses to DHS/TSA leadership concerns and issues, official responses to GAO/IG audits, consistent program documentation, goals and objectives. Communication and outreach can be at multiple levels of government including White House, Congress, industry or trade organizations and federal, state and local government entities.

Qualifications

To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such Specialized Experience defined as: Performing program and project management activities to include strategic planning, establishing priorities that align to agency goals, evaluating adherence to federal regulations, developing milestones and timelines; and) Utilize analytical and evaluative methods to review and analyze systems and processes to determine program effectiveness and make recommendations to improve deficiencies; and) Facilitating and supporting Integrated Process Teams (IPTs) across numerous offices for various initiatives, projects or programs within an agency. To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such Specialized Experience defined as: Leading one or more cross functional teams with subject matter experts to support projects, studies or policies impacting agency wide programs; and) Performing program and project management activities for high-visibility programs which involve multiple stakeholders across government and industry; and) Initiating and drafting policies, regulations, and directives for major initiatives and programs that must adhere to Federal and/or agency regulations; and) Researching, compiling and presenting technical and sensitive information to audiences of all levels to include senior officials, external stakeholders and industry. Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
