The Deputy Associate Director for Patient Care Services (DADPCS) is an advanced healthcare executive who demonstrates leadership, experience, and creative approaches to ensure the continuous and timely availability of quality nursing practice in a variety of complex patient care services and programs.

Duties

The Deputy ADPCS is responsible for the practice of nursing 24/7 by all registered nurses, advanced practice nurses, and allied health staff (LPNs, NAs, etc.) regardless of line authority. The Deputy ADPCS has authority over nursing job descriptions, nursing care policies and procedures; nursing standards of patient care, treatment, and services; standards of nursing practice; nurse staffing plans; and standards to measure, assess, and improve patient outcomes. He/she will ensure a competency process is in place to evaluate individual practice, as well as a review process for annual performance ratings. The Deputy ADPCS is a member of the Executive Leadership team, and participates with leaders from the medical staff, clinical areas, and administrative areas in organizational strategic planning and decision-making processes. The candidate should exhibit high performance in: Advanced understanding of clinical operations, patient flow and efficient use of resources. Demonstrated ability to assess and trend divergent factors such as evidence-based practice, healthcare market fluctuations, regulatory and accreditation requirements, and public perception into a cohesive fiscally sound strategic operational plan. Ability to effectively use data and quality metrics within a results driven organization to champion and sustain high-level scores for patient experience. We consistently achieve 4-5-star Medicare/Med Aid Hospital Compare ratings and 1st and 2nd quintile for all SHEP metrics. Demonstrated ability to form collaborative trusting relationships with patients and staff to assimilate the attributes of a high-quality patient experience, e.g., respect, timeliness, access, empathy into evidence-based practice while remaining competitive in local and regional healthcare market. Ability to recruit and retain a strong nursing workforce, achieving high employee engagement results, expanding nursing education and research missions. Demonstrated success in development and sustainment of programs and initiatives to encourage staff to perform at the top of their licenses as well as advance the profession of nursing. Ability to thrive in a high reliability organization with leadership skill sets that promote a culture of safety and performance improvement processes into the everyday lives of everyone within the organization. The Deputy Associate Director for Patient Care Services (DADPCS) has responsibility for all the following duties (but not limited to): Ensures the continuous and timely availability of quality nursing services. Works collaboratively to address issues across the healthcare system. Provides senior leadership and oversight for daily clinical and administrative operations within nursing as directed by the ADPCS. Serves as a catalyst for the integration and collaboration of nursing with other professional disciplines and functional areas in the mutual achievement of patient-centered and organizational goals. Maintains overall management of nursing practice regardless of line-authority within the facility. Promotes a healthy work environment through shared decision-making, sustaining a spirit of inquiry, and an academic environment. Represents nursing at senior department/medical staff committees. Participates in and fully supports workforce and succession planning, and employment decisions. Supports efforts to promote systems-thinking amongst all levels of staff across the health care system to involve nurses and other staff in decisions that affect their practice to improve employee engagement, performance, and staff satisfaction and retention. Holds self and others accountable for mutual professional expectations and outcomes and helps to educate patient care team members on the financial implications of patient care decisions. Champions a High Reliability Organization with a culture of safety founded on a systems approach to developing evidence-based health care solutions based on prevention, not punishment, with collective mindfulness. Qualifications

Basic Requirements: English Language Proficiency. In accordance with 38 U.S.C. 7403(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE); OR Individuals attending a master's level bridge program in nursing who have completed coursework equivalent to a bachelor's level degree in Nursing may have opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. Upon achievement of a State license, the individual may be appointed on temporary basis and later converted to a permanent appointment upon successful completion and graduation from the bridge program. (Reference VA Handbook 5005, Appendix G6); OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active, and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing to warrant an appointment as a Nurse who has completed an associated degree/entry level Nursing education program. Credit for foreign nursing education higher that associate degree/entry level requires a formal degree equivalency validation from a recognized equivalency evaluation accepted by VA such as International Consultants of Delaware (ICD). Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Graduate Nurse Technician (GNT) Exception: Candidates who otherwise meet the basic education requirements, but do not possess the required licensure, may be appointed at the entry step of the grade and level applicable to the completed nursing education as a GNT on a 120-day temporary appointment while actively pursuing licensure (may be extended up to two years on a case-by-case-basis.) NOTE: Grandfathering Provision - All persons currently employed in VHA in 0610 series and performing the duties as described in the qualification standard on the effective date of the standard (1/29/2024) are considered to have met all qualification requirements for the grade held including positive education and licensure/certification. The following Scope, Education and Dimension criteria must be met to qualify for Nurse V: Scope: Practice of an executive nature, comprised of complex leadership and administrative components, associated with critical health care issues and activities that drive meeting the organizational mission, health care and policy. Education: Master's degree in Nursing (MSN) and 5 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse IV and meets all dimension requirements for Nurse V; OR Master's degree in a *related field with a BSN and 5 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse IV and meets all dimension requirements for Nurse V; OR a Doctoral degree in Nursing and 4 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse IV and meets all dimension requirements for Nurse V; OR a Doctoral degree in a *related field with a BSN and 4 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse IV and meets all dimension requirements for Nurse V. *Note: Foreign education programs/degrees are not creditable as related degrees. Dimension Requirements: Leadership. Establishes the strategic direction for health care delivery, evidence-based practices, industry-leading research, and innovative care models. Creates a shared vision and successfully leads change to improve performance and attain measurable outcomes at the organization or enterprise level. Business Acumen. Physical Requirements: Heavy lifting, 45 pounds and over; Moderate carrying, 15-44 pounds; Straight pulling (2 hours); Pulling hand over hand (1 hour); Pushing (1 hour); Reaching above shoulder; Walking (8 hours); Standing (6 hours); Kneeling (1/4 hours); Repeated bending (2 hours). Both legs required, Ability for rapid mental and muscular coordination simultaneously. Near vision correctable at 13" to 16" to Jaeger 1 to 4; Far vision correctable in one eye to 20/20 and to 20/40 in the other; hearing (aid permitted); use of fingers; both hands required; both eyes required; depth perception. Ability to distinguish basic colors and ability to distinguish shades of colors. Mental and emotional stability working with infectious patient (i.e., COVID-19, TB, etc.). Environmental factors include excessive noise, intermittent, radiant energy; electrical energy; slippery or uneven walking surfaces; working with hands in water; working closely with others; working alone; protracted or irregular hours of work; and wearing aseptic mask.
