The position is located in the Office of Disability Employment Policy. The incumbent serves as a Policy Analyst to the office of the Deputy Assistant Secretary.
This position is inside the bargaining unit.
Duties
GS-13:
Analyze Departmental policies and legislative proposals that enhance employment and training programs for persons with disabilities.
Establishes, and maintains effective working relationships with other DOL components that provide services to the ODEP or require interaction with the ODEP. Ensures appropriate representation, negotiation, coordination, and consultation on all issues, problems, and services.
Participates in the analysis of proposed legislation and/or the development of legislative proposals to identify existing gaps and anomalies; identifies problems that cannot be resolved administratively; evaluates the effect of changes to the various programs and systems; evaluates the effect of proposed and adopted legislation concerning the impact on different levels of the services/systems available to individuals with disabilities, and determines administrative feasibility.
Assists in the formulation and implementation of Departmental policies and programs that promote the employment of persons with disabilities, ensuring coordination with other DOL and Federal agencies on programs relating to or affecting people with disabilities, and conducting activities which further the objective of increasing the rate of employment of people with disabilities.
Drafts and edits reports, fact sheets, briefing documents and other materials; and implement a system to facilitate and track disability employment-related inquiries, legislative and regulatory proposals, and engagements with internal and external agencies.
Requirements

- Must be at least 16 years old.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.
Qualifications
Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
Applicants must have one year (52 weeks) of specialized experience equivalent to at least the next lower grade level, GS-12 in the Federal Service.
Examples of specialized experience includes:
Communicating, orally and in writing, with a wide variety of individuals to explain findings or analyze impacts of policy or legislation.
Coordinating, reviewing, and preparing documents for signature and departmental clearance.
Researching, analyzing and summarizing information or data related to the employment of people with disabilities for management and senior officials.
