Duties

This position is located within the Department of the Interior (DOI), Bureau of Ocean Energy Management (BOEM), Office of the Director, Office of Regulations (OOR), located in Washington DC. At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: 1. Serves as a co-leader/leader in the planning, analysis, development, and promulgation of BOEM regulations, information collection, external guidance and directives, and related policies, both independently and in consultation with BOEM Programs, Offices, Regions, Office of the Solicitor, and senior leadership. 2. Works to develop the BOEM regulatory policy framework and lends support to the governance of all Outer Continental Shelf management activities to include oil and gas, marine minerals, and renewable energy planning, exploration, development, and operations and related activities. 3. Provides effective and timely information and updates. Identifies issues, proposes solutions, ensures consistency, and promotes cooperative working relationships. 4. Contributes to the planning and preparation of the BOEM regulatory agenda. 5. Defines, interprets, and analyzes regulatory, legal, economic, and technical issues to document and to determine the extent of a regulatory gap or problem. 6. Supports the publication of BOEM materials in the Federal Register in accordance with the Document Drafting Handbook; and supports Federal Docket Management System (FDMS) administration tasks working with colleagues across BOEM. 7. Identifies, analyzes, and secures new and existing information collections and renewals in conformance with Paperwork Reduction Act (PRA) requirements, Office of Management and Budget (OMB) guidance, and BOEM and DOI processes. BOEM has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information: First time hires to the Federal government normally start at the lower salary range of the grade level. GS-12: ($99,200 - $128,956) per annum. GS-13: ($117,962 - $153,354) per annum. This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements: To qualify for this position you must meet the Specialized Experience for the series to which you are applying. Specialized Experience Requirements: GS-13: To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Experience interpreting and/or researching Federal statutes and regulations. 2. Experience writing and editing documents including guidance documents, regulatory actions, information collection requests, and/or legal documents. 3. Experience supporting the response to a regulated community for consideration of proposed regulatory action or relief from specific regulations. 4. Experience evaluating information collection burdens. Must meet all. GS-12: To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Experience interpreting and/or researching Federal statutes and regulations. 2. Experience writing and editing documents including guidance documents, regulatory actions, information collection requests, and/or legal documents. 3. Experience supporting the response to a regulated community for consideration of proposed regulatory action or relief from specific regulations. 4. Experience supporting the evaluation of information collection burdens. Must meet 2 out of the 4 statements.
