The Office of the Chief Banking Officer (OCBO) is responsible for the loan, guarantee and insurance products, and the overall relationship management of EXIMs external clients.
The incumbent serves as the Deputy Chief Banking Officer (DCBO) of the Office of the Chief Banking Officer (OCBO) reporting to the Senior Vice President (SVP) of OCBO. The incumbent is responsible for supporting the Board of Directors, the management of EXIM's external client relationships and transactions, and product structure, design, and delivery. The Deputy is responsible for providing financial assistance in response to requests from U.S. exporters, foreign buyers, foreign governments, foreign and domestic commercial banks, insurance brokers and other eligible applicants. The incumbent of this position pursues OCBO-wide program and policy initiatives and coordinates the implementation; develops recommendations for the OCBO regarding policy, processes, and issues; assists in managing the loan applications, administration, and processes; manages special assignments as designated by the CBO and serves as an expert resource consultant for the staff of the OCBO.
Duties include, but are not limited to:
Serves as a key member of the senior staff of the Office of Chief Banking Officer which is all of the Office Senior Vice Presidents for the OCBO. Provides guidance and counsel to SVP's and staff of OCBO as necessary, as well as assisting in the establishment of OCBO objectives, program goals and alerts the SVP's regarding guidelines and needed results. The incumbent plays an important role in the development, implementation and improvement of processes and programs within the OCBO. Also, the incumbent provides advice and counsel to the Chief Banking Officer on operations and management issues related to the OCBO.
Identifies and prioritizes issues requiring the attention of the CBO concerning all of the Office within OCBO. The incumbent develops recommendations for the SVP and implements decisions with respect to staff allocations, personnel requirements and selection, operating program and administrative budgets, training requirements and programs and logistics support to staff for productivity and performance. Researches and evaluates views on processes, management, and programs for the OCBO and makes appropriate recommendations to the CBO. Oversees coordination of decisions made by CBO with other groups within the EXIM.
Responsible for all post-authorization asset management functions for all EXIM programs, including credit amendments, credit monitoring, pre-claim restructuring, claim payments, post-claim restructuring and recoveries, and portfolio monitoring, subject to IDA.
Manages EXIM's operative non-impaired credits, including modifications/waivers/consents related to credit amounts, terms, covenants or conditions, credit monitoring and valuation of project finance, aircraft, and non-sovereign credit exposures, subject to IDA.
Serves as a liaison/spokesperson to institutions, such as other U.S. government agencies and the Hill, and advises the CBO on how these institutions' policies and objectives effect EXIM's operations and programs.
Analyzes reports and procedures regarding transactions and performance, then provides technical direction to OCBO staff., i.e. the short-, medium- and long-term guarantee and insurance activities of OCBO. These reports will illustrate the variances from established policies and recommend the follow-up action needed by the CBO. Analyzes the data to recommend improving the OCBO regarding efficiency, customer service, transaction specific issues and general management concerns.
Provides leadership, direct supervision, and management support to a team of supervsiors, professional and administrative staff; Develops and/or implements major planning, evaluation or monitoring of long/short range operational plans, resource requirements and/or budgets for OCBO; Continually monitors and evaluates budget, fiscal, and adminsyrative controls to manage OCBO's programs and services.

Qualifications
QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against the Executive Core Qualifications (ECQs) and the Mandatory Technical Qualifications (MTQs).
Note: Current career SES members, former career SES members with reinstatement eligibility and OPM certified graduates of a SES CDP, who meet the professional/technical qualifications requirements will be considered for this position on a noncompetitive basis. Applicants for noncompetitive consideration are NOT REQUIRED to submit a supplemental statement addressing their ECQs. However, they must submit a Standard Form 50, Notification of Personnel Action, to establish proof of eligibility for noncompetitive appointment and submit their most recent performance appraisal, resume, address the professional/technical qualifications and complete the online questionnaire.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. MTQ 2 - Budget and administrative planning: Senior level management experience and skill in developing and implementing strategies and plans for improving administrative and management operations, enabling the effective delivery of an organization's mission while adhering to the laws and regulations governing administrative programs, internal operations, and services.
