About the Position: This position is located with the Office of the Chief of Staff, G-8 Accounting & Financial Systems Support Division, Fort Jackson, SC.
NOTE: This position is developmental and may be filled at the GS-11 or GS-12 level. If selected at the GS-11 grade level the incumbent may be non-competitively promoted pending time-in-grade requirements and demonstrated ability to perform the next level/grade duties. The full performance level for this position is GS-12.
Duties
As an Accountant, you will perform duties to include, but not limited to the following:
Ensures that systems and implementing procedures are working properly to maintain fund control.
Provides comprehensive management accounting policy advice and recommendations to the G-8 and Resource Management Office.
Ensures policy decisions use generally accepted accounting principles, theories, concepts and practices that produce accurate results, meet legal requirements, and support the Command mission.
Provides accurate and timely accounting analysis services to customers on the execution of current and prior year accounts to ensure effective fund utilization.
Provides analytical and technical assistance to others when problems or questions arise concerning General Fund Enterprise Business System and Global Combat Support System-Army.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Temporary Duty (TDY) may be required up to 5%.
- Must obtain Financial Management Level 2 Certification within 24 months.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Accountant:
A. Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

B. Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
(1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR
(2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR
(3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GS-11 Specialized Experience: One year of specialized experience which includes utilizing Generally Accepted Accounting Principles (GAAP) to provide professional accounting services and advice related to interpreting and evaluating accounting and financial data; tracking, analyzing, and reporting of financial activities; and preparing accounting and financial statements and reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

GS-12 Specialized Experience:One year of specialized experience which includes utilizing accounting principles and concepts, such as: Generally Accepted Accounting Principles (GAAP); monitoring, evaluating, and analyzing financial management and accounting issues; reviewing and analyzing financial data and/or reports while utilizing financial management systems such as: General Fund Enterprise Business System (GFEBS) and/or Global Combat Support System (GCSS-A); and obligating, disbursing, reporting, accounts receivable and accounts payable functions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
GS-12 Education:For the GS-12 level, you must meet the qualification requirement using experience alone - no substitution of education for experience is permitted.

GS- 11 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the second lower grade or equivalent (GS-9).
GS- 12 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
