About the Position: This is a PERMANENT position as an Accountant located at the HQ USA TNG CENTER AND OFFICE OF THE CHIEF OF STAFF G-8, Fort Jackson, SC. ELIGIBLE FOR SITUATIONAL TELEWORK ONLY, INCLUDING EMERGENCY AND OPM PRESCRIBED "UNSCHEDULED TELEWORK".

Duties

Serves as Chief, Accounting and Financial Services Support (AFSS) Division, G8, and has responsibility for administering the total financial systems and managerial accounting program for the installation. Provides professional managerial accounting advice and technical system assistance to the Senior Mission Commander/Chief of Staff, Director, G8, and other installation or tenant financial activities. Analyzes and interprets new guidance, regulations and policy changes; provides advice and implementing guidance to installation managers; and provides impact on installation operations to applicable MACOM, DA, and DOD proponent offices. Acts as installation project officer in the implementation of DOD, DA, TRADOC, IMCOM and local finance and accounting systems and interfacing automated software applications (i.e., PC-based and Internet web-site based). Supervises AFSS staff engaged in monitoring of inter-related financial systems, civilian pay customer service functions, Defense Travel System and Government Travel Card operations.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The employee must be able to obtain and maintain a Secret Security Clearance as this is a sensitive position and incumbent must be cleared to handle classified information in accordance with applicable Army regulations.
  • Financial Disclosure Statement OGE Form 450. This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This is a Financial Management Level 2 Certified position, which is designated IAW National Defense Authorization Act (NDAA) 2012 Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d.

Basic Requirements for an Accountant: Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes experience planning, developing, and coordinating accounting systems, which include problem resolution, implementation, modification, and management of accounting systems. Experience managing finance and accounting issues associated with the implementation of accounting and finance systems i.e. General Fund Enterprise Business System (GFEBS). And experience with government and commercial standard accounting principles and regulatory controls required for the interpretation, promulgation, and justification of areas of accounting. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). You will be evaluated on the basis of your level of competency in the following areas: Accounting AnalysisFinancial Concepts, Policies, and PrinciplesFinancial ReportingFundamentals & Operations of Accounting Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
