Duties

You will, as Ship Superintendent/Production Controller, provide general oversight of ship construction on the waterfront, from the start of fabrication through delivery and sail-away of the vessel. You will monitor all aspects of vessel construction and testing, negotiating necessary changes on the waterfront, and acting as liaison with Pre-Commissioning crews. You will monitor the contractor’s performance pertaining to schedule in all areas of construction; Hull, Mechanical and Electrical testing; trials; and delivery. You will monitor the actual progress/status of work in fabrication shops, the shipyard, and aboard ship. You will monitor the status of specific changes, such as Engineering Change Proposals, Non-Engineering Change proposals, Requests for Deviation, Requests for Equivalencies, Requests for Waiver, and Manufacturer Support Change Records. You will serve as the primary point of contact for the Prospective Commanding Officer (PCO) and Pre-commissioning (PRECOMM) crew for handling daily issues. You will be responsible for procuring material and services for the accomplishment of waterfront changes per Contracting Officer designated financial limits. You will assist those employees engaged in quality assurance by monitoring the contractor’s quality program. You will assist in the administration of safety, fire prevention, and environmental protection programs.

  • This is a bargaining unit position.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector planning, managing, or overseeing waterfront production or quality oversight for ship construction or repair activities.
