The Office of the Director, NIH Ethics Office (NEO) is looking for an experienced Ethics Specialist to join their team. NEO is responsible for the development and administration of NIH policies for implementing government-wide and departmental supplemental standards of ethical conduct, conflict of interest and financial disclosure statutes and regulations. In this position, you will have the opportunity to demonstrate your knowledge and expand your experience dealing with all ethics matters.

Duties

Discuss conflict of interest issues and possible solutions with managers and employees in order to reach mutually acceptable solutions. Review financial disclosure reports to ensure their completeness, accuracy, and conformance with policies and regulations. Research and interpret new ethics regulations to determine their impact on existing practices. Advise on conflict of interest findings and offer recommendations for corrective action. Develop training and education materials for an organization’s ethics staff.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

You qualify at the GS-11 level, if you meet the following qualification requirement: One year of specialized experience equivalent to at least the GS-09 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing advice to employees on the application of ethics statutes, regulations and policies; monitoring the financial disclosure process including who would file, notifying employees, and reviewing financial disclosure forms; and presenting reports on ethics considerations to management officials. OR Completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M. Education must be related to the position to be qualifying; OR A combination of post baccalaureate education related to the position and experience that meets 100% of the qualification requirements for this position. You qualify at the GS-12 level, if you meet the following qualification requirement: One year of specialized experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing advice to employees and managers on the interpretation and application of ethics statutes, regulations, and policies on issues including financial disclosure, recusals and gift exceptions; reviewing confidential and public financial disclosure reports or prohibited holdings reports; providing advice on possible conflict of interest violations and making corrective action recommendations; and designing ethics training courses and materials. You qualify at the GS-13 level, if you meet the following qualification requirement: One year of specialized experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: interpreting and applying ethics statutes, regulations, and policies; conducting conflict of interest reviews, including financial disclosure, outside activities, official duty activities, recusals and gift exceptions; providing advice on possible conflict of interest violations; develops, recommends and implements immediate and long-term program plans for an Ethics program; developing and implementing ethics-related training programs. You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
