You will serve as a SUPERVISORY CONTRACT SPECIALIST in the CONTRACTS DEPARTMENT of SUPERVISOR OF SHIPBUILDING GROTON.
This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-3 broadband level encompasses positions equivalent to GS-12 and GS-13.
Duties
You will lead a team of contract specialists in the analysis and resolution of deficiencies and weaknesses identified during surveillance, contract audit or performance of contracts.
You will resolve and disposition audit findings identified in Defense Contract Audit Agency (DCAA) audit reports.
You will be responsible for the preparation of negotiation memorandum to explain rationale and methods used in arriving at the final decision of the acceptability and approval/disapproval of the Business System or proposed Rate Agreement.
You will perform other contract administration functions as assigned, e.g. monitoring contractor compliance with contract, regulatory, and statutory provisions.
You will oversee the development and implementation of the surveillance program or in the case of the Branch Head for Performance Rates - the proposed rate agreement.
You will ensure that surveillance is planned, executed, and reported within the required time frames.
You will ensure surveillance tracking tools are developed and maintained to track all audits, surveillance findings, responses, strategic initiatives, and status of all compliance issues.
You will ensure the maintenance of a repository for all compliance products, including internal and external audits, evaluations, and metrics in accordance with records management guidelines.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
- You will be required to obtain and maintain warrant authority above the small purchase threshold.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower pay band NH-02 (GS-11) or grade level in the federal service or equivalent experience in the private or public sector as a professional contract specialist conducting audits or contractor surveillance to identify deficiencies and recommend corrective solutions to meet program requirements.

Education
Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:
A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.
NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.
