About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE.
Duties
Provide instructions on advanced HUMINT Military Source Operations intelligence tactics, techniques, procedures, and operations (may be single or multi-disciplined intelligence instruction).
Assist in the performance of mission pre-planning, to include studying the geo-political, social, counter-intelligence, and security climate of the area.
Assist in the review and evaluation of all intelligence information gathered/developed upon mission accomplishment; the drawing of conclusions; and the writing and dissemination of after-action intelligence reports to the requisite parties.
Present and conduct all related course training; prepare lesson plans, training support materials, and tests; instruct students on HUMINT skill craft, and provide counseling to assist them in successful course completion.
Develop and revise training products and Programs of Instruction (POIs); provide training expertise to support the development and conduct of training.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to attain MSO Category II certifying HUMINT certification within 36 months of entrance on duty date. Failure to do so may result in adverse action or removal.
- Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
- Two year trial/probationary period may be required.
- Must be willing to work overtime and irregular hours.
- Must be willing to work under adverse environmental conditions.
- Must execute a classified information Non-Disclosure Agreement.
- Must be able to obtain and maintain a valid state driver's license.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience.
To qualify, applicants must have one year or more of specialized experience equivalent to the next lower grade/level. Specialized experience is defined as experience applying human intelligence (HUMINT) Military Source Operations (MSO) collection, analysis, production, evaluation and reporting techniques and methods within an intelligence and/or training mission area. Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This definition of specialized experience is typical of work performed at the next lower grade/level in the federal service (GG/GS-11). NOTE: Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
Selective Placement Factor: Per DCHE-M, VOL II 3301.002 and Army Regulation 381-100, eligible applicants must be able to attain MSO Category II certifying HUMINT certification within 36 months of entrance on duty date based on successful graduation from a Category II MSO certifying course. Failure to do so may result in adverse action or removal. If you currently have this level of certification, you will be required to upload documentation to verify this claim. Documentation to verify completion of this requirement can include training certificate, DD 214s reflecting completion of the course via block 14 - Military Education, or signed completed Service School Academic Evaluation Report form. Those applicants that cannot provide the above required documentation because it contains classified information, will need to provide a memorandum of record that identifies the name of the course and dates completed; verification of course completion will be completed at time of selection.
