About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1E8AA USA INTELLIGENCE CTR OF EXCELLENCE. Serve as an advanced Human Intelligence (HUMINT) instructor, and as an operational Intelligence Specialist.

Duties

Design, develop, implement and/or revise training programs, curricula, and materials. Evaluate, update, and maintain current training curricula for the assigned course. Ensure all program items and materials meet DoD standards. Perform detailed review and analysis of HUMINT operations lessons learned to apply to the training and curriculum in coordination with the Joint Coordination Element (JCE) and with the approval of management. Present, as a course instructor, expert level training and instruction on Defense Advanced Tradecraft Course (DATC) to provide training in all categories of Military Source Operations (MSO) in multiple environments. Implement a process for gathering data and incorporating input from the JCE and DoD HUMINT subject matter experts on training methods, standards, topics and skill sets required of graduates Make presentations to senior DoD military and civilian visitors, other government officials, and leadership pertaining to advanced source operations training and curriculum. Work through leadership and with the JCE to develop and implement enterprise-wide knowledge of Military Source Operations training strategy to ensure compliance with established training standards and methods. Travel in and around locations by vehicle and/or by foot (approximately 5 miles) across varying terrain to perform active operational intelligence gathering and intelligence operations. Perform duties within various operational/geographical, CONUS and OCONUS areas that may range from neutral to hostile in unpredictable weather conditions. Perform mission pre-planning, to include studying and applying a broad knowledge of the geo-political, social, counter-intelligence, and security climate of the area. Review and evaluate all intelligence information gathered/developed upon mission accomplishment. Draw conclusions and write detailed after-action descriptive and speculative intelligence reports. Determine what mission information is appropriate and beneficial for integration into lessons-learned training, and how to present identified real-world scenarios in the most efficient, effective way possible.

Requirements

  • Per DCHE-M, VOL II 3301.002, must be a graduate of at least one Category I certifying HUMINT course.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on a T5 investigation/Single Scope Background Investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
  • Two year trial/probationary period may be required.
  • Must be willing to work overtime and irregular hours.
  • Must be willing to work in adverse environmental conditions.
  • Must execute a classified information Non-Disclosure Agreement.
  • Must be able to obtain and maintain a valid state driver's license.
  • Must be able to pass a pre-employment physical and annually thereafter.

Specialized experience is defined as experience performing Human Intelligence Operations to include conducting all categories (CAT I - III) of Military Source Operations (MSO). This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data. Selective Placement Factor: Per DCHE-M, VOL II 3301.002, must be a graduate of at least one Category I certifying HUMINT course. Per DCHE-M, VOL II 3301.002, are you a graduate of at least one Category I certifying HUMINT course? Applicants must include a copy of completed training certification or documentation to support successful completion of Defense Strategic Debriefing Course or equivalent. In order to verify applicants meet the selective placement factor, applicants are required to submit a copy of completed training certificate, DD 214s reflecting completion of the course via block 14 - Military Education, or signed completed Service School Academic Evaluation Report form. Failure to submit this required documentation will result in an ineligible rating. Some federal jobs allow you to substitute your education for the required experience in order to qualify.
