This position is located with the U.S. Department of State, Office of the Inspector General (OIG), which has statutory oversight responsibility covering the Department, the U.S. Agency for Global Media (USAGM), and the International Boundary and Water Commission (IBWC). The incumbent serves as an inspector within the Office of Inspections (ISP) who independently conducts segments of inspections, reviews, evaluations, or compliance follow-up reviews.

Duties

The incumbent of this position serves as an Inspector in ISP’s Management Division. The Management Division is responsible for independently and objectively conducting inspections and reviews of the management functions and related activities that are carried out in Department of State and USAGM domestic facilities and foreign posts, missions, and centers. Management functions include, but are not limited to facility management, financial management, human resources, and general services programs administered by bureaus or operating units of the Department and USAGM. Inspection work may involve work outside the incumbent’s functional specialization. All work of the Division is conducted in accordance with the Council of the Inspectors General on Integrity and Efficiency’s (CIGIE) Quality Standards for Inspection and Evaluation. The incumbent plans and conducts inspections and reviews of Department and USAGM programs and operations, performing the duties listed below.

  • Overtime may be required on short notice to include nights, holidays, and weekends in support of related mission requirements, as a condition of employment. Approved overtime hours will be compensated with overtime pay or compensatory time.
  • The incumbent may be required to carry a Government Furnished Equipment (GFE) cellular device.
  • Must be able to obtain and maintain a Top Secret security clearance.

Qualifications

Applicants must meet all the qualifications requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.  Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5 CFR 300, Subpart F. Time-in-grade documentation: If you are applying for a higher grade and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the 1-year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old). Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:  Experience in using evaluation and analysis methodology. Experience in preparing clear, accurate, concise, logical, and coherent reports that portray the facts, emphasize the significant details, and substantiate all recommendations made.  Experience in making oral and written presentations, selling ideas, negotiating points of view and resolving conflicts.  Experience in coordinating the work of others.  There is no substitute of education for specialized experience for the GS-13 position.
